REFERENCE : Memorandum for DD/NRO from D/NRO,
dated 3 June 1963, subject:same as above
The reference requested further comments an the NRO
staff functions of the JCS Joint Reconnaissance Center. I don't
believe that at this time any further comments on my part
would be profitable since this matter is presently under
discussion between the DCI and the Secretary of Defense.
Basically. I still hold to my previous views that the organization
as proposed is unwieldy and poor organizationally.
