John Chambers has more details on that story." CHAMBERS: "The Senate Foreign Relations Committee was placated by new CIA Director Helms, he told Senator Fulbright and the other members present that an aide had written the letter commending the St. Louis Globe Democrat for its biting editorial on Fulbright. That ho had not foclased onthe letter, even though the editorial was attadhed to it, because he was signing a pile of personal correspondence. He did not write the letter, he said. "Most members now agree that ev e^yone makes mistakes, and something constructive will come out of this one, said Senate Leader Mansfield, if we had to quit every time we made mistakes, the entire Senate would resign.
