of making certain assignments to this Department in connection
with the National Intelligence Survey.
We shall be very happy to explore this possibility
with your designated representative, I have
accordingly asked Mr. Robert Simpson, Director o the Office
of Economic Affairs in our Foreign Commerce, together
with suitable representatives of the Bureau of the Census and
the Business and Defense Services Administration, to get in
touch with for this purpose.

Dear Mr. Hodges :
The Department of State has proposed transfer to the Central
Intelligenci Agency on I July 1941 of responsibility for production
and maintenance of basic intelligence on foreign countries in the
sociological, political. and economic portions of the National 1 atel-
ligeaace Surrey which have heretofore been performed by the Depart-
mont of $ta#e.
In accepting this responsibility I want to ensure the rna$mum
effective utilisation of the established civilian agencies. SpeeMcally.
I suggest for your consideration the assigunasnt to the Dspartattt of
Commerce of the production and maintenance for those portions of
the National intelligence Surrey which relate to your departmental
responsibilities and facilities. These portions are: Section 41
(Popaelatioa). Section 44 (Masanfacturiag and Construction), and
Section 65 (Trade and Finance).

for Basic intelligence, to represent me in discussion of the problem
with such representatives as you may wish to meet with him,

Funding arrangements have been concluded with the following
components of Department of Commerce to prepare designated NIS
sections, with build-up of staffs occurring during FY 1962.
1) Section 41 (Population) - Bureau of Census
Cost TY 62 a - 5 countries
Cost FY 63 al I - 8 countries
2) Section 64 (Manufacturing and Construction) - Business and
Defense Services Administration
Cost FY 62 :

3) Section 65 (Trade and Finance) - Bureau of Foreign Commerce
cost FY 62 - 5 countries
Cost FY 63 - 8 countries
I have found that few anticipate the difficulty of turning out
first-class WIS sections, so that costs will probably increase some-
what with more experience in this field. Even to, this level of
funding is below avera.gv costs of similar staffs in Agriculture and
Interior and considerably less than State's.
