Dear Mr. Hodges : The Department of State has proposed transfer to the Central Intelligenci Agency on I July 1941 of responsibility for production and maintenance of basic intelligence on foreign countries in the sociological, political. and economic portions of the National 1 atel- ligeaace Surrey which have heretofore been performed by the Depart- mont of $ta#e. In accepting this responsibility I want to ensure the rna$mum effective utilisation of the established civilian agencies. SpeeMcally. I suggest for your consideration the assigunasnt to the Dspartattt of Commerce of the production and maintenance for those portions of the National intelligence Surrey which relate to your departmental responsibilities and facilities. These portions are: Section 41 (Popaelatioa). Section 44 (Masanfacturiag and Construction), and Section 65 (Trade and Finance).
