1. Your request of 14 March 1960 for the use of
certain COMINT information in 5X1Z5X1D
ORR Collection Guide
25X1D is hereby approved.
2. Your attention is called to Section 3 b (1) of
Special Center Notice No. 120-50-1, dated 22 May 1959,
which sets forth the procedures to be followed by DD/I
COMINT officers submitting written requests to this Staff
for authorization of special use. This section requires
that all such requests be accompaned by statements of:
(a) The objective to be achieved.
(b) intended dissemination and probable use
which the recipients will make of the report.
(c) Proposed use (e.g., a copy of the report or
paragraph in which COMINT is used)
(d) Copy (or copies) of the specific COMINT
messages or reports involved.
(e) Proposed source citation, if any, to
which the COMINT items will be attributed.
(f) Security classification and caveats which will
be placed on the report.
Proper consideration cannot be given to requests
for special use unless the above provisions are complied
with by the originating component. It is accordingly re-
quested that upon receipt of this memorandum you prepare
and forward to this office a list of references upon which
this request is based.
