You have seen this KGB document, classified TS and dated 1965, detailing KGB operational doctrine for S & T espionage directed particularly against the U. S. Because of the substantial number of contracts we have with private enterprises and the relative inex erience of a number of DD/S&T personnel, perhaps might call this manual to the attention of all.isecurity officers throughout the Directorate and suggest a means of wide dissemination of appropriate portions of the manual. I think one of the most important points is that although we in DD/S&T are remotely aware that the Soviet Union maintains a continual effort at subversion and espionage to collect intelligence information. here is proof positive with detailed requirements placed against U. S. scientific and technical intelligence activities. 3. T have just singled out a few sections for you to call to attention, but I think the whole manual is worth a quick reading. Chapter 3 which lists some specific aspects of S & T operations and includes the type of samples which might be obtained from leading electronic firms with whom we have dealings is a significant example.
