I am writing to you to report briefly on the extent to which the In-
centive Awards Program was used throughout the Government in Fiscal Year
1960 to encourage a cost-conscious and improvement-minded Federal workforce.
I believe you will be as pleased as I am to know that during the past
year a total of 76,537 Federal employees performed their jobs in such a
manner that their supervisors recommended them for superior performance
awards. The tangible benefits to the Government from the superior per-
formance and special efforts of these employees have a value of $76,225,271,
as reported by management officials of the agencies. The employees received
cash awards totaling $11,050,375 -- a figure which is less than one-tenth
of one per cent of payroll cost.
In the course of the year, 113,011 employee suggestions were adopted
by the Federal agencies. Officials of the agencies estimated the resulting
improvements to have a value of $68,606,019. Cash awards to employees for
their adopted suggestions amounted to $2,838,843.
Even though we use statistics to summarize the Government-wide results
of this program, our primary interest is not in the statistics themselves.
It is rather in achieving the most effective use of the Incentive Awards
Program as a means of encouraging Federal employees to search for more
efficient ways to carry out the operations of Government in their day--to-
day tasks. It is in this spirit that I make this report to you. I have
asked the Commission's staff to continue to be guided by this spirit as
they work cooperatively with the officials of your agency in the future
operations of the Incentive Awards Program.
