I appreciate very much having your letter of April 4, emphe-
sising the importance of the Radio Free Europe Fund as a part of
the Federal Service Joint Crusade.
The information that you provide will be most helpful to mee
in the course of my review and evaluation of the work previously
performed by the Preeidtent'e Com$Iittee of Tud Raising in the
Federal Service. Lot me assure you that the transfer of the
activities of that committee to this office will in no sense
result in a diminution of effort in advancing the fund raising
participation of federal personnel. I am ,pleased to learn that
the contribution level for the Radio Free Europa Fund has been so significant in the years since the formation of the President's
Committee. It will be my objective to see this level raised even
higher in the years ahead.
if you will excuse a personal note, it-was my privilege; to
visit the Munich Headquarters of Radio Free Europe in 1939. The
briefing I received at the time of that visit impressed me more
than ever with the important contribution made by that organiza-
tion in our International program. Drawing from this experience.
I hope that I. may be personally able to provide leadership impetus
in the federal fund raising drive in behalf of Radio Free Europe.
Please do not hesitate to call upon me if there is further
action that can be taken to advance this important cause.

Dear Mr. Macy:
We understand that President Kennedy has terminated the
President' a Committee on Fund Raising in the Federal Service and
that the responsibility for further coordination in this field has
been transferred to the Chairman of the Civil Service Commission.
The Radio Free Europe Fund, Inc. (Crusade for Freedom) has been
one of the three organizations participating in the fund raising activities
of the Federal Service Joint Crusade which was set up as a part of the
President's Committee. This program has been very successful and
contributions received by Radio Free Europe Fund through the FSJC
amounted to nearly $400,000 in 1960. A total of approximately
$1,500,000 has been realized since the adoption of the President's
Committee in 1957.
As you I mow, President Kennedy recently endorsed the Radio Free
Europe Fund, Inc. at his press conference on 8 March. You are also
probably aware of his letter to Mr. W. B. Murphy, Chairman of the Fund,
a copy of which is attached.
Continuation of this support is very important to the future
operations of Radio Free Europe and we are hopeful that the joint
fund raising activity will be continued with the same emphasis as
in the past.

Dear Mr. Murphy *.
For many years I have been convinced that Radio Free Europe
is a most valuable undertaking and that it is Important that the
American people should continue to contribute to its financial
support.
The very fact that so may people here in the United States have
been willing to give voluntarily to support RFE is proof to those
on the other side of the Iron Curtain that they have not been for-
gotten and that they have here a reservoir both of good will and
of deep concern for their plight.
I believe we have no more important Job than to insure that the
people of all countries receive the truth so that they will be able
to reach intelligent judgments. The faith of the peoples in the
dominated countries of Eastern Europe in the future possibility
of freedom and their will to resist ceaseless indoctrination de-
pend on their having a continuing access to undistorted news and
information.
I congratulate you and your associates on the devotion and energy
that you as private citizens have given to this endeavor and wish
you success in your current fund-raising effort. I hope that
Americans in all walks of life will contribute to this important
cause.

MEMORANDUM FOR: Director of Central Intelligence

SUBJECT : President's Committee on Fund Raising
1. This memorandum suggests action on the part of the DCI.
Such requested action is contained in paragraph 5.
2. The President's Committee on Fund Raising within the
Federal Service has been abolished by President Kennedy and he
has transferred the responsibility for further coordination in
this field to the Chairman of the Civil Service Commission.
3. An agency that has operated under the President's Com-
mittee is the Federal Service Joint Crusade. One of the three
beneficiaries sharing in the contributions to the FSJC is the Raelio
Free Europe Fund (Crusade for Freedom) which receives approximately
$1.00,000 each year from this source.
4+. We believe that a word from you to Mr. John W. Macy, Jr.,
Chairman of the Civil Service Commission, will acquaint him with
the importance of the FSJC contributions to future operations of
Radio Free Europe.
5. We recommend that the attached letter to Mr. Macy be signed
and returned for hand delivery.
