11y Executive Order 10927, the President transferred to me the functions
of the former President's Committee on Fund-Raising Within the Federal
Service. This responsibility requires that I make arrangements for
appropriate voluntary health, welfare, and international relationship
organizations to solicit contributions from federal employees and members
of the armed forces at their places of employment or duty stations, with-
in the framework of Presidential policy specified in the Order.
This responsibility goes beyond the Civil Service Commission's normal
jurisdiction and channels of communication, so it is most important that
f. have sound counsel and assistance from the heads of departments and
agencies in the operation and further development of the federal fund-
raising program.
1 ask, therefore, that you designate a high level member of your staff
as Fund-Raising Program Coordinator for your agency. The person desig-
nated should be of sufficient authority that he is able effectively to
cooperate with my office and the participating voluntary agencies and
can assure the observance of approved fund-raising policies and proce-
dures throughout your agency. This designation will be in lieu of the
position of Federal Plan Coordinator which existed during the program's
operation under the President's Committee.
Since the national fund campaigns of the voluntary organizations require
a long lead time I have approved the continuation during this fiscal year
of the policies and procedures that were established by the former Presi-
dent's Committee. As we appraise the program over the next several months,
-I am hopeful that we not only will be able to hold the gains already made
in solving fund-raising problems, but that we can improve the program
substantially for the future. I know that I will be able to count: on
your assistance.

We are advising Mr. Macy that Mr. Emmett
Echols is responsible for fund-raising efforts in
our Agency.
