provided to General. Ledford as the steward of CIA
programs (i . e . . Much of it is detailed
and tells him how to run. OXCART and IDEALIST. Of more
interest is uidance for the advanced aircraft

2. The budget which we actually submitted (and
which I provided you both the other day) essentially
ignores this guidance and proposes funding levels for
these programs necessary to carry them forward. How-
ever, I thought it would be useful for you to be aware
of this earlier direction since it tends to limit not
only our funds but also our application for such funds.
