SUBJECT: Comments of the Department of Justice on the Agency
Proposed Legislative Package
1. Mr. Bernard Martin, BOB, called at noon and advised
that he had noted in reviewing the material furnished him, that
no consideration had been given to a comment of the Department
of Justice that the granting of home leave upon completion of
three years overseas duty is mandatory in the Foreign Service
Act but would be discretionary in the proposed bill. The Depart-
ment recommended that the Agency follow the precedent established
in the Foreign Service Act.
2. I advised Mr. Martin that Justice Department comments
on the bill had not been mentioned in any of the previous conversa-
tions.
3. After discussion of differences in personnel administra-
tion in the Foreign Service and CIA, Mr. Martin agreed to the
Agencyts proposal. He indicated further that with this final item
out of the way, he would be able to expedite clearances of the bill.
