RES. 75 IN THE SENATE OF THE UNITED STATES MARCH 11 (legislative day, MARCH 7), 1969 Mr. GORE (for himself and Mr. PERCY) introduced the following joint resolu- tion; which was read twice and referred to the Committee on Foreign Relations JOINT RESOLUTION To provide for a comprehensive study of weapons technology and foreign policy strategy by an independent commission. 1 Resolved by the Senate and House of Representatives 2 of the United States of America in Congress assembled, 3 That there is hereby established a commission to be known 4 as the Commission on Weapons Technology and Foreign 5 Policy Strategy (hereafter referred to as the "Commis- 6 sion"). The Commission shall make an independent, com- 7 prehensive study of United States weapons technology and 8 of the factors which bear upon national and foreign policy 9 decisions which must be made concerning strategic forces 10 and policies. 11 SEC. 2. No person J serving as a member of the Commission shall hold any 5 other office or employment under the Government while G serving as such member. 7 (b) The President shall designate one of the members to serve as Chairman and one of the members to serve as Vice Chairman. 1 c~ (c) Any vacancy in the Commission shall not affect its powers, and six members of the Commission shall con- stitute a quorum. F:> (d) Each member of the Commission shall receive $125 i t for each day (including traveltime) during which he is 1) en aged in the actual performance of his duties as a member of the Commission. Members of the Commission shall be reim- bursed for travel, subsistence, and other necessary expenses incurred by them in the performance of such duties. 141 Six. ,. (a) The Commission is authorized to appoint and fi--. the compensation of such personnel as may be neces- sary to carry out the provisions of this joint resolution. All departments and agencies of the Govern- 7 ment are authorized and directed to cooperate with the 8 Commission in providing facilities, services, supplies, advice, 9 and information that the Commission determines to be nee- 10 essary -to carry, out the provisions of this joint resolution. 11 SE-c. 5. Within six months after the date of enactment of 12 this joint resolution, the Commission shall submit a compre- 13 hensive report of its study and activities to the President and 14 the Congress. 15 SEc. 6. The Commission shall cease to exist thirty 16 days after submission of its report.
