The conclusions of the briefing byl at the FPBC meeting on Monday, 28 September, were as follows: a. Any increases in the funds for OSI or FMSAC for external analysis will have to be heavily justified before the Bureau of the Budget. We will be required to demonstrate the substantive intelligence that will be produced. b. The Bureau of the Budget will take a hard look at the Ag;a assuming any increas?role in ELINT collectiolysis. We will probably have to justify any increase on other than a QRC, "high qualifications, " or `"nice to have"-,basis. c. There is no provision in the 1966 budget for funds for communication satellite (O/Commo). d. Life sciences were boosted in both FY-1965 and -1966. To justify FY-1966, we will need some '"hard relating of the specific research to intelligence applications and Agency missions. 10 25X1A 2. summarized by stating that: a. We were in for some "heavy weather" in R&D budgeting and that the BOB will look particularly hard at the amount of coordination we effect with other Government agencies and industry. b. We "squeaked through" the last hearing without direct criticism and should prepare ourselves for heavy scrutiny during the October-November BOB review. We should address ourselves to the question of decreased personnel vs increased contract assistance and the need for exclusive talents which we are unable to hire or it is unwise to hire on a permanent basis. 3. urged all AD's to prepare in depth for the for coming ureau of the Budget hearings.
