MEMORANDUM FOR: Deputy Director for Science and Technology
SUBJECT : Program Review Briefings for DCI
1. At the FPB meeting this morning, Col. White said that
the Director had reviewed in detail the various papers written
by the Deputy Directors describing how they manage the
Directorates and assure themselves that they were on top of
their Directorate's programs.
2. The DCI is apparently anxious to make sure that the
Directorate Planning Staffs are functioning as he has been led
to believe they are. The thinking is that Directorate reviews
might be presented to the DCI on a quarterly basis. These pro-
gram reviews would be given by the Directorate Planning Staff
rather than the Deputy Director. This would assure the Director
that the staff is functioning and provide an exposure for these
people to the DCI.
3. Col. White requested he be advised of any suggestions if
somebody had a better idea. From his remarks, I suspect the
DD/S&T might be first in the barrel.
