The implications of this paper are pretty significant for OSI and FMSAC. As a JIIRG member, I want to reserve any comments until a DD/S&T or CIA position is well pinned down. 2. You called Bross some time ago, and he agreed to have Gen. Reynolds brief Carl Duckett, Don Chamberlain and Dave Brandywein. 3. Don Chamberlain very quickly scanned the paper and as soon as you had talked to Bross, I passed the paper on to Carl who returned it to me with the attached note. ADDIS&T, D/OSI, and D/FMSAC really deserve a good briefing on this in order to do it justice. 4. I can proceed along any lines you wish, but since these drafts get more and more difficult to change with time we should move as soon as possible.
