MEMORANDUM FOR: Acting Deputy Director for Science
and Technology
SUBJECT : TSD/ORD Programming Areas of
Common Effort
1. I met yesterday with
of TSD. Iis anxious to extend the coordinated -
ORD effort in audio to include the preparation of the plans
which are routinely submitted to PPB via DD/S&T and DDP.
Essentially a single Agency audio program would be con-
structed with the ORD and TSD responsibilities identified.
It would be possible to provide P'PB with the consolidated

plan so that reconstruction of the Directorate in uts under
a single planning "element" would be simplified. 25X1A
is the TSD planner involved. He will contact on
ORD-TSD planning arrangements. 25X1A
2. feels it would be useful if other areas in
which ORD was supporting the clandestine services could be
similarly coordinated. This would be of special assistance to
TSD in presenting the over-all R&D support program to DDP
elements. This step should wait, however, until a good work-
ing arrangement is established in the audio area.
