NOTE FOR: Carl
1. Max failed to elaborate this morning on the details of
his presentation at the special COMOR meeting, but I think that
you and the Office Directors would find this very interesting.
a. DIA, CIA, and other organizations' requirements for
coverage are inconsistent with their priorities.
b. What appears to be reasonable requirements of coverage
may result in a substantial reduction of launches.
2. This situation apparently arises because analysts' require-
ments are compiled into an over-all requirement rather than fitted
into a sensible over-all framework.
3. A 15 minute presentation by Max on this at the next staff
meeting would be interesting and informative, and might also
suggest some internal looks to see if this Directorate is internally
consistent.
