STATINTL Even if _ were qualified for the advertised vacancy, OBGI could not assign him to the adver- tised position since Agency regulations preclude assignment of an individual to a position which is more than two grades higher than the indi- vidual concerned. We have for some time been aware of desire for a reassignment, how- ever, he clearly is not qualified for the OBGI vacancy. Recommend that his application be turned down by OER. The Board noted the action and the information items listed in Item 2. (a. through t.) of the Agenda for OER CB M-346. With respect to item 2.q. on the Agenda, concern was expressed about the lack of current progress reports on the OER personnel participating in the China Training Program. The Executive Secretary was instructed to obtain current reports on all four 25X1A of the individuals concerned. 25X1A 3. The Board approved the recommendation that be selected as a Career Employee. 4. The Board considered and approved conversion to Career Employee status of six (6) OER employees. 5. The Office of Research and Reports nominates 25X1A GS-14, Defensive Missiles Branch, Forces Division, MRA, for participation in the Midcareer Training Program. 25X1A 2. entered on duty with the Agency in December 1951 and was assigned to the Foreign Documents Division Office of 25X1A Operations. Subsequently she served with project from October 1955 until February 1958 when she was assigned to the Guided Missiles Branch, ORR. She has continued to serve in the ORR missile 25X1A branches and currently functions as Chief, Air Defense Section and Deputy Chief, Defensive Missiles Branch. Since 1958 substantive responsibilities have been in research and analysis of 25X1A Soviet defensive missile deployment. She has been an alternate 25X1C member of both the Air Defense and Anti-Ballistic Missile workin groups of GMAIC. has represented ORR at six 25X1A conferences (three of them overseas) concerned with Soviet defensive missiles. has demonstrated her potential for undertaking more responsible assignments and we have every expectation that she will advance to at least GS-15 level. 25X1A 3. completed the CIA Management Course during the period 27 September to 1 October 1965. 25X1A 4. It is proposed that training over the next five years include the following: a. CIA Midcareer Executive Development Course b. Six-month course in economic studies at the Foreign Service Institute. c. Armed Forces Staff College or Industrial College of the Armed Forces. (Note: The assignments listed in Paragraph 5.b. below might be considered as an alternative to this proposed training.) d.
