SUBJECT : OSP Comments on Proposed CIA Notice,
"Coordination Responsibility for
Research, Development, and
Engineering (RD&E)"
OSP's comments regarding the subject memorandum are
as follow:
it. Reference paragraph 2b, wouldn't the
Directorate involved want a chance to review R&D
proposals before forwarding to the DD/S&T?
b. Also reference paragraph 2b, since this
notice inserts an extra step into the budget cycle, might
it not be necessary to begin earlier than the normal
Agency planning cycle?
c.. Presume that necessary staffing would be
permitted to allow for reasonably expeditious processing 25X1A
of office RD&E program plans.

1. This memorandum is for your information only.
2. The coordination objectives outlined in subject
notice undoubtedly will tend to strengthen and improve the
management and efficiency of Agency funded RD&E programs.
We see no problems in following and implementing subject
notice to Agency funded RD&E programs for which the Office
of Special Activities may have responsibility.
3. Comments on subject notice relating to OSA/DD/S&T
NRO funded programs:
Since NRO funded programs of OSA/DD/S&T now come under
the cognizance of the existing DD/S&T/CIA/NRO/NRP/EXCOM
procedural, approval and review mechanism, it would appear
unduly duplicative and inappropriate to include such NRO
funded OSA/DD/S&T programs in subject Agency notice as
written aimed explicitly at internal Agency needs. Since
OSA/DD/S&T operates under the direct command of the DD/S&T
and jurisdiction of the Director of Reconnaissance, CIA, for
NRO funded OSA/DD/S&T programs, it would appear that the
DD/S&T already has a mechanism and controls available to
him at the present time to discharge both his Agency and
NRO related responsibilities.
