TRAINING SELECTION BOARD

1. The Ninth Meeting of the Training Selection Board convened at
0903 hours. The Minutes of the Eighth Meeting were approved as pre-
sented.
2. Approval of the Nominees for the Midcareer Executive
Development Course (MEDC) V.
a. The Chairman noted that the career plans submitted for
the DDI, DDS and DDS&T nominees reflected thoughtful considera-
tion of each candidates' future and were the best plans the Board
had seen to date. In response to a question by
stated that career plans on the DDP Midcareerists
had in fact been written and were in his office safe.
b. After reviewing and evaluating all of the biographic profiles,
fitness reports, and available career plans, the Board selected
thirty students for the MEDC V. When an extra student space
became available because the Office of the Director had no
nominee, it was decided to give this extra space to the DDS
component. The final distribution of students was as follows:

a. The Secretary announced that the Board would begin its
series of meetings to select students for the 1966-67 Senior Officer
Courses on 25 and 26 August 1965. Mr. Echols reported that he
would be unable to attend, but that had been 25X1A
approved by the DD/S to take his place.
b. informed the Chairman that
would probably be his replacement on the Board as the DDP
representative, but no decision had been reached as yet.
4. The meeting adjourned at 1005 hours.

Training Selection Board
The first phase of the Tenth Meeting of the Training Selection Board
met in Executive Session on 25 and 26 August 1965 During
these two days the Board members reviewed and evaluated the official
personnel folders of the fifty-two employees nominated by the Office of
the DCI and the four Deputy Directors for attendance at the 1966-67
sessions of the Senior Officer Courses. On the basis of this evaluation
some individuals were eliminated from further consideration. Four
half-day interview sessions were then held during the period 7 through
10 September 1965, for the remaining nominees who were available at
Headquarters. Following these interviews the Board recommended
thirty-three candidates to the Deputy Director of Central Intelligence for
his approval, and on 28 September 1965, he approved all candidates as
presented. Each Deputy Director was subsequently notified by memorandum
which of his original nominees were selected and which were not selected.
