Remarks: As indicated in our telephone conversa-
tion I learned, in checking with Hoghland's office
on the 1 February 1960 attachment, that State
included that item as an enclosure to their letter
to O'enator Goldwater on this subject. I have,
therefore, rewritten the letter excluding the
reference to that release.

MEMORANDUM FOR: THE DIRECTOR
Attached is a proposed letter for your signature
to Senator Goldwater who had asked on behalf of a
constituent for any comments we might have con-
cerning information relating to detention-by the
Chinese Communists of American military prison-
ers. We discussed this matter with Mr. Hoghland,
Deputy Assistant Secretary, Congressional Relatio
and learned a few weeks ago they had corresponded
with Senator Goldwater on this subject. That. cor-
respondence is attached. Judging from the dates of
the letters it is possible that Goldwater wrote to us
prior to receiving his reply from State. This pro-
posed reply has been discussed with
