Dulles, head of the central int lligence age#1cy, 11 as issued a timely warning on Russia is mak- i ug in infiltrating European governments. Dulles cells this o renewal of the former effort to gain as much ct ntrol as possible over parliamentary processes. It is new in~that the drive has been openly announced by Russian leaders. The i'irst concentration of this program is noted- in France, Italy and Indonesia. Dulles states that the Communists have a well defined ,+rograin to infiltrate free legislative .$ystems. An analysis of more than 500,000 words spoken by Soviet; leaders at the twentieth party congress in Moscow last Feb ruary, has convinced Dulles that the Red chiefs have notified the world exactly of the course of their drive.
