The purpose of this meemoranduax is to ~-ecom anjjend a now procedure which should improve the now of management and contr *l information between the Dl/5&T and the Offices. Z. A primary olaject ve of any management ystem is to improve c3nunuaieations between management and production elements. In the DD/ T organization, this division can be thought of as the DI3/$& T and his Staff for management and the Office Directors and their elements for production. Dr. Wheelon, in maf decisions regarding his R&D and other funetio responsibilities, wrest ,have the best available information, but, at the +eauie time, it roust be essentially limited to the things necessary for his understanding of the particular. >. ubject at In the cast of the Office Directors, they must have the benefit of guidance and direction from Dr. Wheelon, yet they must be provided sufficient latitude in their exercise of Judge- ment that perutits therm to carry out a viable and completely flexible program. If we conclude that the information contained in proceeding paragraph is essentially a correct assumption, then it is iucumbant that we examine the current procedures providing information ttia ItVheelon. Wheelon, but in so doing, it would significantly enhance the rate 4 feedback to the Offices and the DD/3&T Staff. The concept for Daily Capsule would work essentially as follows: (a) one component of the DD/SliT Staff would be designated as a responsible element for the preparation ? f the wily Capsule. The Daily Capsule would consist of a very brief presentation (5 - 10 minutes) at the DD/ a& T morning Staff meeting to cover significant developzne rAs past g4 hours and to include any items which the Office Di felt should be brought to the attention of Dr. Wheolon. The range - would include intelligence developments of particular note or interest to Dr. "heelon,. LLch item would be reviewed with the r -,cecutive Officer to insure 'mat it was appropriate or that the infor to be presented contained enough detail to permit Dr. Wheelon r skee some type of effective judgement. (c) At the conclusion of each Staff meeting, the Drs/S&T responsible Staff Component would then compile a Daily Capsule Memo which very briefly touched upon each subject c:jvercd and outlined the action and/ r the comments by Dr. Wheelon. This paper would constitute a written record and would clearly establish the course action desired by Dr. 'Wheelon, the responsible Office (or Staffs a the time that the action was expected tc be completed. 5.
