DEPUTY FOR OPERATIONS
Acts as principle advisor to the Director, Office of Special
Activities, on operational matters. Responsible for timely and
productive overhead reconnaissance operations. Responsible for
effective management and utilization of all assets used in covert
aerial reconnaissance, including vehicles, systems, and supporting
elements. Responsibilities include the planning and direction of
reconnaissance flight, crew training, development of operational
concepts, procedures, and techniques, establishing and maintaining
control of operational equipment requirements, communications in
support of operations for the field units and at Headquarters, eval-
uation of all source intelligence of enemy capabilities in air defense,
and operational weather support.
Develops plans and programs to insure operational readiness
of OSA assets. Satisfies target requirements of the Committee on
Overhead Reconnaissance (COMIREX) within bounds established by
the 303 Committee or equivalent approving authority.
Provides staff supervision of activities engaged in command/
control, operational planning, operational intelligence, weather data
collection and forecasting, and communications.
Responsible for maintaining the Operational Control Center,
furnishing a capability for oral and visual presentations.
Requests, monitors, and controls airlift support of operations,
including deployment airlift, "operational product" airlift, and logis-
tics support airlift.
Monitors operational activities of aerial reconnaissance and
satellite programs.
Acts as Special Assistant to the Deputy for Operations for all
planning and programming activities in support of operational functions.
Plans, coordinates and operates initial phases of new projects assigned
to the Deputy for Operations. Coordinates the annual concept of
operations for projects assigned to the Deputy for Operations as a
basis for budget planning. Maintains liaison with the Deputy for
Operations assigned project detachment personnel supervisors and
foreign project associated liaison officers.

INTELLIGENCE DIVISION
Provides intelligence support to the Headquarters staff,
operational elements, and field detachments of OSA, including
such studies, assessments, and evaluations as may be necessary
to provide a firm base on which to plan operations. Maintains
liaison with the Committee on Overhead Reconnaissance and SORS
in order to keep abreast of the latest developments and advises the
Committee on operational feasibility of their requirements. Collects
and evaluates all source intelligence of enemy capabilities in air
defense, in support of OSA activities. Maintains current AOB, ROB,
MOB, and AAA OB world-wide. Arranges for the Intelligence Sections
of the field units to receive current intelligence materials, including
special intelligence. Maintains direct liaison with the Collection
Guidance Staff of CIA as well as other government agencies, including
JRC, NSA, and DIA.
WEATHER DIVISION
Insures that meteorological advice and operational weather
support of the highest technical quality are at all times available
to D/SA and his staff. Upon request acts as meteorological
consultants to other CIA Directorates.
COMMUNICATIONS DIVISION
Responsible to the Director for Operations for providing
Communications and related Electronics Systems support necessary to
accomplish the special missions of OSA. Provides and/or develops
Communications and Electronic Systems policies required for the
advancement of secure operational telecommunications circuits and
Electronic Data Processing circuits. Provides, as directed, communi-
cations support, including the installation, operation, and maintenance
of communication's facilities for other offices and staffs of the DDS&T.
Responsible for research and development of new communications
systems required in support of operational programs, including, but not
limited to, voice, video, teletype and data.
IDEALIST DIVISION
Responsible for maintaining an operational capability to conduct
IDEALIST covert aerial reconnaissance missions over denied areas.
Establishes, standardizes, and monitors mission planning factors,
procedures, and methods.
