Planning Ideas for Implementing Alternatives
Noted in Attachment 3 Below
1. Request I I read the attached documents carefully
with particular interest on the suggested possible alternatives submitted
to the DCi by the DD/S&T noted as0 0169-66 (Attachment 3). Request
that D1O prepare a think paper considering nutzds of accomplishment
of the alternatives noted in Attachment 3.
2. It should be borne in mind that should a decision be made to
select any one of the possible alternatives noted in Attachment 3 that a
pro-decision is officially necessary to first determine whether CIA
will continue in the covert manned reconnaissance program. If the
decision makers will first answer this question then the list of alternatives
is significantly reduced. Assuming that the decision is in the affirmative,
then request D/O consider only those alternatives listed which would be
applicable.
3. Request that these documents and your paper be returned to
D/SA by COB, Monday, 1 August.
