1. The United States Government intends to place a
contract with your company for performance of a complete
preliminary system analysis and design of a certain airborne
system. The work statement for such contract will be sub-
stantially the same as that set forth under Phase I, in your
document No. AEP-A5-711.
2. Pending issuance of a definitive contract you are
authorized to spend up to in necessary preparation25X1A
and preliminary studies t he work outlined above.
