MEMORANDUM FOR: Deputy Director of Central Intelligence
Deputy Director (Plans)
Deputy Director (Support)
SUBJECT: Approval of Clandestine Services Projects
1. As the Director of Central Intelligence, I am responsible for
the expenditure of all funds allocated to the Agency, including the un-
vouchered funds authorized for the activities of the Clandestine Services.
In the disbursement of unvouchered funds the maximum control and
supervision must be exercised since my responsibilities in this regard
are total and unique. To insure the most thorough review of individual
clandestine activities known as projects and the unvouchered funds
expended thereon, a comprehensive system of approvals has been
established. This system prescribes that: all projects will conform
with and support approved policy; all projects will be clearly within the
basic authority inherent in the operational program and the operating
budget of the sponsoring component, as reviewed by the Project Review
Committee and approved by me. Regardless of the authority necessarily
delegated by me to others to approve projects, it is essential that my
responsibility be kept constantly in mind and that I be informed of all
activities and expenditures through the regular and orderly system pre-
scribed. Officials of the Agency who are authorized to approve projects
will bear in mind that in so doing they act in my behalf. They are
obliged to bring to my attention all questions and problems not covered
by instructions. All matters involving significant new policy or any
questions which reasonably indicate the desirability of a decision by
higher authority will be referred upward for final action regardless of
the amount of money involved or the authorization to approve. Proprietary,
and other projects within the scope of entitled 25X1A
Administrative Plans" will be handled in accordance with established
procedures.
2. Consistent with the above, authority is hereby granted to
approve operational projects as follows:

a. FI and CI Projects:
(1) Projects involving a total authorization in excess
of "Win a twelve month period will be forwarded
by the Deputy Director (Plans) to the Director of Central
Intelligence with DD/P recommendations for action.
(2) The Deputy Director (Plans) may approve, renew,
amend, extend, and terminate a project involving a total
authorization not to exceed in a twelve month
period.
(3) The Deputy Director (Plans) may delegate in
writing authority to the Chief of Foreign Intelligence Staff
and the Chief of Counter Intelligence Staff to approve new
projects and to renew, amend, extend, and terminate
projects, provided the action taken will not cause the
total annual.project authorization to exceed -
(4) The Deputy Director (Plans) may delegate in writing
authority to the Chiefs of Operating Divisions to approve
new projects and to renew, amend, extend, and terminate
projects, provided the action taken will not cause the total
annual project authorization to exceed ~ and after
such projects have been coordinated with the Chiefs, FI
and CI Staffs.
b. PP Projects
(1) New projects and amendments to continuing
projects which call for a total project authorization in
excess of - during any fiscal year will be forwarded
by the Deputy Director (Plans) to the Project Review
Committee with the DD/P recommendations for action.
(2) The Deputy Director (Plans) may approve new
projects and amendments to continuing projects, provided
the total authorization for the project in any one fiscal
year does not exceed -

(3) The DD/P may approve the renewal, extension
and termination of an existing project providing the total
authorization in a fiscal year does not exceed that approved
in the applicable Operational Program. This authority may
be delegated to the Chief, Psychological and Paramilitary
Staff subject to the same provision.
(4) The DD/P may delegate in writing to the Chiefs
of Operating Divisions authority to approve new projects
and to renew, amend, extend or terminate projects,
provided the action taken will not cause the total annual
project authorization to exceed and after such
projects have been coordinated wit t e Chief, PP Staff.
c. Delegation of DD/P Authorities:
The DD/P may delegate to the Chief of Operations
such authorizations as are granted to the DD/P in this
memorandum.
3. The provisions of and other directives are hereby
amended to the extent that they are inconsistent with the above.
