SUBJECT: Second Annual Progress Report
I~ Reference Subcommittee Meetings.
The Reference Subcommittee held 9 meetings in 1954 Three
F OIAb3c agencies. AEC, and USIA, were added to the membership during
the year. The entire Committee toured AEC headquarters library
facilities at one of the meetings
II. Projects Completed.
a. Cyrillic Union Subject Catalog
Subcommittee approved that the Cyrillic Union Subject
Catalog in the CIA Library be considered the central record
of monographs of Soviet literature available to IAC; Agencies,
State, G-2, and A-2 (thruz Library of Congress) are regularly
contributing. Comment: OKI is to begin in 1955.
b. Exchanges of Microfilm
State agreed to and is providing CIA with microfilm copies
of selected enclosures. G-2 is sending to CIA for indexing
and microfilming 50460 attache reports with single-copy enclosures
per week.
c. Government-Sponsored External Research
The Subcommittee heard Mr. Howard Penniman, Chief., Externa.?
Research Staff, State, describe operations of his program. It
was suggested to Mr. Penniman that the EARS annual report appear
in two parts in the future; - one devoted to research in progress,
the other to research completed. The suggestion has been adopted
as follows: the EIS annual report will cover only research com-
pleted, the quarterly cumulative report covers research in progress.

d. Captured Document Collections
At the request of the Chairman, NSCID--16 Advisory Committee
on Foreign Language Publications, the members of this Subcommittee
were requested to report on the location,, control, and condition
of captured document collections under the purview of the respective
agencies. Reports on this subject were received from the members
concerned,
III. Objectives for 1955.
The Subcommittee will continue to examine the bibliographic
services of the member Agencies, particularly from the point of view
of foreign language publication usage. As in 1954, emphasis will
be placed on the production and use of research aids, on the coordi-
nation of reference and loan services and upon cooperative indexing
measures which will improve the recoverability of intelligence source
materials.
