Status Report on the Acquisition of Publications
under teens of NSCID 16
To compare qualitatively and quantitatively the acquisition of foreign
published and documentary material for intelligence purposes prior to the
development of NSCID 16 and subsequent to its implementation.
II. Facts Bearing on the Problem
(a) Prior to the development of NSCID 16 and the transfer in 1953 of
the functions and management of the Foreign Publications Branch of .LAD,
State to CIA, it had been determined by the Advisory Committee on Foreign
Publications that publications procurement efforts in State and CIA were
not adequate to the research needs of the IAC.
(b) It has always been conceded that the Foreign Service of the United
States provides adequate machinery upon which a program for solving
deficiencies in publications procurement could be based, given adequate
fiscal and personnel support both in Washington and overseas.
(c) The approval of NSCID 16 in 1953 provided that "the Director of
Central Intelligence shall insure the coordination of the procurement of
foreign language publications for intelligence purposes". Accomplishment
of the objectives of NSCID 16 has been realized in the timely processing
of requirements, and in the control, cataloging and dissemination of
publications received by the Foreign Section of Acquisitions Branch, CIA
Library, other wise designated as IAD/FP. (See TAB A)
(d) Coordination of acquisition functions by the PPO's with the
activities of Service Attaches, under provisions of NSCID 16, has enjoyed
moderate success, particularly in the acquisition of hard-to-acquire
items in single copy only and the making available of photoreproductions
to the IAC. (See TAB B)
(e) Identification and notification of significant foreign publication
acquisitions, never accomplished by the State acquisition element prior
to NSCID 16, has bec a regularized under CIA management with the issuance
of special accessioriMd reports. (See TAB C)
(f) The preparation and distribution of collection guides to field
anus, including both PPO's and Service Attaches, have been implemented
since the transfer of functions from State to CIA. (See TAB D).

III. Conclusions
(a) Consolidatio and integration of the
publications procurement
program within CIA in 953 provided the Director of Central Intelligence
with the means, as wel$L as the authority, to carry out the provisions and
achieve the objectivesll,of NSCID 16.
(b) As a result of being placed under one administrative direction,
functions relating to he collection, dissemination, indexing, recording,
and exploitation of fo eign publications for intelligence purposes have
been performed more efficiently and economically than under the former
decentralized operation.

It is recommended th~,at the Deputy Director/Intelligence, Central
Intelligence Agency, and 'the Special Assistant, Intelligence, Department
of State, approve the creation of a Special Assistant for Publications

Functions and Workload of Foreign
Section, Acquisitions Branch, CIA Library
(IAD/FP)
1. Functions.
a. With funds provided by CIA, State, National Security Agency,
Armed Forces Medical Library, Amy Map Service, United States Information
Agency, Library of Congress, Department of Agriculture, Rand Corporation,
and American Chemical Society, to procure and make available foreign
publications as required.
b. To direct all collection activities of the full-and part-time
Publications Procurement Officers.
c. To uncover source material, investigate sources, and provide
the field with specialized collection guides and acquisition instructions.
d. To obtain desirable gratis material, provide for the acquisition
of sample copies of foreign serial publications, and develop active
informal exchanges between selected foreign academic and research
organizations and counterpart U.S. organizations.
e. To brief and debrief Foreign Service personnel in publications
procurement and particular IAC requirements.
f. To disseminate publications received,'based on specific order
or on priority interest.
g. To provide photocopies of all hard-to-acquire publications
received in single copy to IAC Agencies in line with their missions and/or
priority targets.
h. To publish accession lists and serial holdings for the information
of all agencies concerned.
(N.B. Functions g. and h. above were not done prior
to NSCID 16)

These include instructions, telegrams, letters and other
correspondence with field collection officers and covering letters
transmitting publications.

Acquisitions Branch, monthly, Official Use Only.
Selected books and monographs, as well as sample copies of
newspapers and periodicals, listed by area. An annotation describing
each item is included.
2. Russian Book List, monthly, unclassified.
Lists all books and monographs procured by PPO, Moscow for all,
Washington agencies. Information on cost, voucher number and
consignee is included.
3. Chinese Book List, monthly, unclassified.
Lists all books and monographs procured by PPO, Hong Kong.
Additional descriptive data accompanies indistinct titles.

Secret.
Gives title, issuing authority, periodicity, and place of
publication of all newspapers and periodicals filed. Current and
back issue holdings are included.
5. CD/hi. Newspapers of Latin America. An Annotated Survey, issued in
series, Secret.
Critique of the Latin American press, citing management, owner-
ship, editorial policies, Communist leanings, etc. Each area study
is accompanied with lists of major newspapers.
6. Publications Issued by USSR and Eastern European Emigre Groups.
Preliminary Survey, issued in series, Confidential, 195 -
Listing of publications issued by various emigre groups from the
USSR and Eastern Europe throughout the world. Publications are grouped
by language and cite the title, address, editor and organizational
affiliation of each publication. An alphabetical index of all titles
is appended.

Preparation and Distribution of
Collection Guides to Field Installations
1. USSR Critical List, Annual, Confidential.
Listing of USSR newspapers and periodicals which have been
unavailable to overt collection media of the Foreign Service and
through commercial channels. Distributed to Defense attaches in
peripheral USSR areas.
2. Chinese Collection Guide, A. Newspapers, B. Periodicals, issued
annually in two parts, title page marked Secret; if title page is
removed, publication is unclassified.
Listing of all known Chinese mainland newspapers and periodicals
from Chinese postal and city directories. Titles currently received,
together with available back issues, are noted. Distributed to
Foreign Service and Defense attaches.
3. Voluntary Selection Guides to Full-and Part-time PPO's, issued
periodically in the form of State Department circular instructions,
usually Confidential.
Subject category requirements of CIA, NSA, and AMS itemized
on instruction forms and distributed to all diplomatic posts having
full-or part-time PPO's. Funds are authorized to provide payment.
Specific Circular Requirements to Full and Part-time PPO's, issued
periodically in the form of State Department circular instructions,
usually unclassified.
Continuing requirements for telephone directories, diplomatic
and consular listings, emigre publications, international organization,
youth and veterans' publications.
