2. The Chairman introduced the two Special guests,
or the Office of Coordination and Col. IR. Johnson Wood, Pt. Helabird.
is Chairman of the USIB Steering Committee on Emergeney Mooning.
Col. Hagood has the emergency planning responsibilities for ASDIC (Armed
Services Document Intelligeace Center). In hi* introductory remarks, the
Chairman pointed out the desirability of coordination betveen ASDIC and PROC1B 25X1A9a
30,01ming. He brought into focus the diseussions of the 23 September meeting of
PROM and recalled the areas of disagreement. Ha asked that give
the background on the development of emergenoy planning in Via IB

traced the overall thinking on the problem and used the
way in which several other Committees were dealing with the problem confronting
FROCIB. He expressed the readiness of his Steering Committee to assist in the
development of a PROM plan. Concerned about the knotty problem of jurisdiction,
he asked the State member to explain his concern about State Foreign Service
personnel receiving "directions" in the fore of requirements from the Foreign
Publications Center as he felt was proposed in the PROM paper under considers,
tion (2ROCIB-D15).
4. Tho State member described briefly the foreign publicetions procurement
program operating through the facilities of the Foreign Service, stating that
there are et least 100 officers procuring foreign publications. With the ex-
ception of 9 full-time officers the rest perform these duties in addition to
other responsibilities as assig:led by the respeotive Beads of Missione. Ho
suggested that PROCIB should be primarily a means for reaching policy and principle
agreements rather than an operational group.
5. There was lively discussion on the subject of vho would actually control the
activities of field personnel in an emergency. During the course of the
discussion, suggested that a practical approach be taken toward the 25X1A9a
problem of collection' not a jurisdictional one. Se stated that there has been
agreement, for example, that Central Intelligence Agency operations will be
under the direction of the appropriate military theater commander. This has
apparently not yet been resolved or even fully explored so far es the role of
State Department personnel vis a vie= the military in an active theater of war
is concerned. It was urged that all field collection will require close
coordination in time of emergency even though the oomuend relationship is not
yet fully clear.
6. The Chairman pointed out that agreement was reached in the establishment
of Asmac. The PROCIB paper in question was modelled on the ASDIC agreement.
Discussion ensued on the question of functional guidance and the determination
of priorities in :ield collection.

7. The Chairman, called attention to the dependence of CIA on the three U.S.
national libraries for aellateral research eupport. Be said that CIA will act
as front mad to ensure the flow of foreign publications to these libraries, in
order that the production of national intelligence not be hampered. Be urged
that FROC1B planning transcend the intelligence couMmunity to include the
nationallibraries and ensure that unive materiels be made available. Stressed,
also wero the impoXtant responsibilities of the National Science Foundation in
the field of scientific publications availability.
8. The .7-2 =Mbar suggested that a working groep be appointed to prepare a
thoroughly coardinatod study of the whole problem and to work closely with
Steering Committee. Further discussioa pointe1 out that 25X1 A9a
coordination might be desirable with the development of revised eost-attack
Priority National Intelligence Objectives.
9. The Chairman asked that Col. &good brief PROC1B on the ASEMC plennine-
Col. Hood described the ASDIC set-up (see SR 380-350-2, previously distributed)
and stated that the Committee of which he is Chairs:map planning for ASDIC, will
probably aak for guidance from PROCIB as to the types of material needed,
definition of priorities, etc. It tes suggested that the specific responsibilitica
of the EXploitation Cannittee and PROCIB be more clearly defined.
10. The Chairman asked that the non-MIS agencies (National Soignee Foundation,
Library of Congress, Department of Agriculture, National Library of Medicine
ana the United 3tates Information Agence4 prepare a atatement on %diet support
these agenda* would expect from procurement operations under war-time
cumstances, to inelude before the immediate deelaration ot war, during a
var, and post-mar. He &eked that the Library of Congress meMber be Chairman
of thia Working Group, to ccosist of the members from the agencios mentioned.
U. The State =Mbar pointed out that the military aervioes do not presently
utilize the facilitiea of the State Department overseas personnel in their
procurement programa. ,Ble asked vhether the proposed Foreign Publications Center
is going to become a more inteerated operation or not, and wanted to know whether
the military services expect to continue to operate apart fram the program.
lg. The Chairman repeated answers to these questions from the service
repreaentatives. The Air and Navy mothers believed that the usual procurement
of open plications will receive very low priority at the outbreak of war.
The Army nester stated. that there are many priority requirements during the war,
