I am informed that a meeting of the USIB Committee
on Procurement of Foreign Publications has been called for
May 17, 1960. Since neither Mr. Coffin, the Library of
Congress regular representative on this committee nor his
alternate, Mr. Cronin, will be able to attend, I hereby
designate Mr. William J. Welsh, Executive Officer of the
Processing Department, to represent the Library of Congress
at this meeting. Mr. Welsh has been cleared for security
purposes through "Final Top Secret."
