1. The enclosed memorandum on the subject from the Chairman
of the Security Committee and its attachments are forwarded herewith
for Board consideration of the Security Committee recommendations in
paragraph 7 of Mr. Osborn's memorandum? The reference transmitted
the CIA Member's memorandum to the Security Committee requesting a
study of this subject and a report to USIB,
2. Attached to Mr, Osborn's memorandum is a draft of a policy
statement entitled "USIB Policy Establishing Uniform Security Processing
Procedures for Foreign Liaison Personnel in the United
States" and. a draft of a letter from the DCI to Mr. John F. Doherty,
Chairman, Interdepartmental Committee on Internal Security, Department
of Justice-
3. This subject will be scheduled on the agenda for USIB considera-
tion at an early date,
