RELATIONSHIP BETWEEN THE CENTRAL INTELLIGENCE GROUP AND THE
STATE-WAR-NAVY COORDINATING COMMITTEE (SWNCC)
Reference: CIG Directive No. 17
1. Pursuant to the provisions of C.I.G. Directive No. 17, subject as above,
the following procedures will obtain within the Central Intelligence Group to
effect the desired close collaboration with SWNCC.
2. The Secretary, N.I.A., is charged with maintaining close liaison with the
Secretariat of SWNCC to insure a well integrated procedure in the interchange
and disposition of official papers and communications. He is responsible that:
The staff and offices of CIG receive copies of such SW13 Committee
and sub-committee papers which may be of interest to the office concerned
or which accord with its functional organization.
b. Any additional overall liaison or joint operational intelligence planning
which is desired by SWNCC and not covered by this directive is referred to
the Chief of ICAPS for action.
o. Copies of SWNC Committee and sub-committee papers routed to ORE are
forwarded to the Chief, Projects Division, Intelligence Staff, ORE, who is
held responsible by the Assistant Director, ORE, for routing these papers
to the interested branches thereof.
A. Formal requests forwarded to CIG from SWNC Committees or sub-cennmittees
for intelligence reports or estimates are routed to ORE through the Chief,
Requirements Branch, OCD.
e. The Secretary of SWNCC is kept informed of the names, office addresses,
and telephone numbers of Branch or Division Chiefs of CIG offices who are
available to SWNCC sub-committees for direct working contact.

3. The Assistant Director, CIG, are responsible that such action as may be
necessary on SWNCC official papers and communications, which may be routed to
their offices, is taken in high priority. They are further responsible that
officials of their offices who may be requested to engage in working contact
with SWNCC sub-committees, as mentioned in paragraph 4 g and b below, promptly
transmit to the appropriate CIG office the necessary information and requirements
which may be needed.

In order to insure that the intelligence phase of any problem can be
readily available to SWNCC, the following direct operational contacts from
GIG are established for the various
SWNCC for Europe
SWNCC for Far East
SWNCC for Latin America
SWNCC for Near and Middle East
All other SWNCC sub-committees,
ad hoc committees, or working
parties desiring informal in-
telligence advice
committees listed below:

This does not preclude reception by ORE representatives mentioned
in paragraph 4 a above of all informal req,,ests for intelligence reports
and estimates. OCD will be informed in each case.
