MEMORANDUM TO: Chief, Projects Division
Reference . Memorandum, 16 April 1947, entitled
"Situation Reports on Latin America"
from Chief, Projects Division
The project proposed in the memorandum under reference does
not appear feasible for a number of reasons:
1. It is doubtful, in the first instance, that personnel suffi-
ciently qualified could be found to carry out the project without
the assistance of diplomatic and consular officers who are already
stationed in Latin American posts and their respective staffs.
2. In the present unsettled condition of CIG's appropriation,
it is also not believed wise to request funds in so great an
amount as would be required to finance such a project. Salaries
and combined travel and living expenses for persons involved in
such a project would be very considerable.
3. Finally, and perhaps most important, the duty of providing in-
formation from which situation reports can be prepared falls
primarily upon the Department of State and officers of the Foreign
Service organization maintained by or through the Department of
State. In addition, the attaches from other departments, such as
war Commerce and others should
, prove fruitful sources for
the desired material.
4. It is believed that at the present time the Department of
State would be opposed to the sending of teams by CIG for the spe-
cific purposes indicated.
This opinion does not bar the possibility that at some future
time when CIG is firmly established and when the need can be definitely
shown, an individual or groups of individuals may jet be sent by ORE
through the Department of State to a foreign capital for the accom-
plishment of specifically outlined tasks.
It is suggested that the Projects Division initiate a study
of the situation as regards information from Latin America with a

view to ascertaining specifically wherein this information is
lacking. Once this is ascertained, the conditions should be ex-
plained to the Department of State or other interested government
agency such as the War or Navy Department through existing
channels, and an endeavor made to improve the quality and quantity
of the information desired. I believe this can be done and that
it is a legitimate duty of CIG to point out existing delinquencies
and indicate how improvement can be effected, rather than for GIG
to endeavor to do the work itself in foreign countries.
It may be suggested, in this connection, that the Projects
Division might consider the advisability of circulating in the
Department of State's establishments abroad the outline of the
Situation Reports once it has been finally determined. With such
an outline, the officers in the field might find themselves better
prepared to comply with our requirements.
