MWORANDUM FOR: Deputy Director (Research)
SUBJECT: ELINT Associated Responsibilities
1. I believe you will agree that the DD/R has evolved sufficiently
that we might now implement actions which will permit a more orderly dis-
charge of ELIT functions and responsibilities as they are shared by the
Office of Special Activities and the Office of ELINT.
2. As you know, in the past, the OSA Communications Staff has been
responsible for the installation, operation and maintenance of ELINT
equipment related to the various OSA operational activities. The C om-
munications Staff has been responsive to ELINT requirements identified
by the OSA Operations Division and Intelligence Staff. The Communications
Staff has also provided the technical guidance required by the Development,
Contracts and Materiel Divisions. Personnel staffing in Headquarters and
in the field has been accomplished by drawing upon the personnel resources
of the Office of Communications.
3. With the emergence of OEL, and in consideration of its charter,
it would seem appropriate that OEL.at this time formally assume responsi-
bility for its assigned functions. Toward that end, I would propose that
the following be recognized by all concerned as the delineation which will
apply,
a. OSA will continue to function as the operations unit respon-
sible for ELINT collection utilizing the systems under OSA control. Col-
lection requirements will be originated by OEL, The physical characteris-
tics and operational parameters of equipment will be Jointly determined
by OSA and OEL in consideration of limiting environment and operational
factors. OSA will specify the number of systems required for purchase.
b. All technical design, upgrading and technical supervision
of contracts for design and production of these systems would be the
responsibility of OEL. OSA Contracts Division will execute contracts
for OEL.

c. OEL would furnish qualified technicians to OSA for field
assignment with USA operational units to operate and maintain these
systems. The technical exchanges between OEL and field personnel
would be via OSA, or coordinated with OSA as appropriate. Agree-
ment will be reached between OSA and EEL regarding the specific
OSA Headquarters and field slots to be filled by OEL career employees.
d. OSA would budget for operation and maintenance of all
systems in the field. OEL would furnish with each system the tech-
nical data required such as spare parts lists, test equipment and
technical feedback from the analysis laboratory.
e. Operational testing of new systems would require joint
participation by both OSA and OEL.
4. OSA will be responsible for ECM systems in collection
vehicles under OSA control. OEL will provide technical assistance
as requested.
5. OEL will contact Chief, Engineering Analysis Division as a
single point of contact for ECM matters and Chief, Communications
Staff on ELINT matters. OSA internal coordination will be the
responsibility of the responsible OSA division chiefs.
6. If any clarification of the preceding is required, we would be
most happy to meet with you and representativgs from OEL.
