My dear Mr. McCone: Your Agency, by letter of November 16, 1961 , forwarded to this Bureau copies of a publication entitled "Soviet Strategic Executive Action (A Preliminary Survey). " Of particular interest to the Federal Bureau of Investigation was the statement in your document that a report had been received that Soviet-trained saboteurs were stationed "in critical areas" as of April, 1961, and had received their assignments. Your document indicated that Washington, D. C. , and New York City had been cited recently as examples of cities for which the Soviets had "long ago" drawn up sabotage plans, the details of which are not known. Through our liaison channels, we have expressed our interest in further details concerning these matters to the Office of the Deputy Director, Plans, but I also wish to express to you my interest in specifics on these items so far as the United States is concerned. Furthermore, this Bureau would appreciate receiving promptly and in detail any information relating to Soviet intentions and capabilities in the field of sabotage within the United States. We, of course, will continue to disseminate matters of interest to your Agency on a day-to-day basis as they are received.
