MEMORANDUM FOR: Those Listed Below
SUBJECT: Disclosures of U. S. Classified Information
1. The DD/R has just received a memorandum from the
Director of Security outlining the fact that at the Attorney
General's request the Secretary of State is coordinating a
review of policies relating to disclosures of U. S. classified
information (non-military) to foreign governments.
2. In the course of this survey the Secretary of
State has asked CIA two broad questions: (1) Does the
Agency have regulations, policies and procedures which take
cognizance of the 1958 Presidential Directive on this subject?
(2) Is the Agency aware of any instance in which released
information has been compromised or has not been properly
protected by recipient governments?
3. The Director of Security will handle the response
to question (1); question (2), however, will require responses
from a number of Agency components. Thus, the Director of
Security has requested the DD/R to supply him on or before
next Monday, 3 June, any information known which would have
relevance to an adequate answer to question (2).
4. Please advise me by close of business, Wednesday,
29 May, whether you have information pertinent to the query.
