_.r~- ~~c 6 3 ' 77 Approved For Rele kif1iV6" C~k P65B00383R000200040123-2 Pro-Cuban Continental Congress To Be Held in Rio de Janeiro in March Available Brazilian papers up to 6 March 1963 had not carried the "Leite" and t"Juliaott list of sponsors of the Continental Congress of Solidarity with Cuba as reported in The Washington Post on 11 March 1963. However, Rio de Janeiro Correio da Manha of 3 March 1963 said that the Brazilian National Security Council and the Secret Services of the Armed Forces were carefully studying the four documents taken from Communist leader Carlos Prestes as he left for Havana via Prague. Despite their secret nature, Correio da Manha declared, its reporter had exami e n d th e documents . FDD has followed the build-up for this congress since the time Peasant League leader Francisco Juliao read a manifesto calling for the meeting, which was reported in the pro-Communist Rio paper 0 Semanario in late September 1962. On 6 March 1963 the Sao Paulo morning edition of Ultima Hora mentioned that Dante Pellacani, Humberto Menezes, Osvaldo Pacheco and Vinicius de Morais had signed the manifesto which convoked the congress. Carlos Prestes during which he gave the following list of persons expected to attend the congress: Gen Lazaro Cardenas; Lombardo Toledano; Salvador Allende; Argentine writer Varela; John Bernal, president of the World Peace Movement; Pernambuco Governor Miguel Arraes; Goias Governor Mauro Borges; Brazilian Labor Minister Almino Afonso; Sergio Magalhaes, head of the National Parliamentary Front; Senator Vasconcelos Torres, and several army generals including Luis Gonzaga Leite, president of the preparations committee for the congress. w a , Approved For Release 2001/08/28 CIA-RDP65B00383R000200040123-2 go-c Approved For ReI;40 ~p flItDP65BOO383ROOO2OOO4O1 23-2 Venezuelan Comanunist Par y Document on Continued Guerrilla Warfare The 1JashingtonStar of 10 March 1963 reported that the Venezuelan Government had published a document, which it called the Communists' blueprint for seizing power in Venezuela. Venezuelan newspapers through 3 March 1963, the only ones available to FDD at this time, indicate that such a document was released to the public by Act,ng 1 nister of the Interior Alejandro Oropeza Castillo on 25 ebruary 1963, according to a report in the Caracas daily El iNacional of that date. This document, and a related article, were published in FDD Summary No 4425, Press Information ating to Insurgency and Counterinsurgents: South America , dated 12 Parch 1963, pp 21-24.
