THE MVD IN SOVIET ZONE 5 GERMANY
In an attempt to gn.aide collection agencies of this Command
and to imp ?ove reporting of information oft Soviet security forces
in Germany the following MVD station list has been prepared
alphabetically by city within each province or lend, For each
MVD element in the Soviet Zone there has been indicated, so far
as available, information on the followin five factors:
1 Location, (2) Strength, (3) Duties, (k) Personalities, and
5 Vehicle Numbers.
Stress has been placed on c .rrent information. In no
instance has information older than June, 1949 been used except
for some personalities. as of May 1949.
It will be noticed that entries under "duties" are seldom
made. A .description of the drties of the MVD along with how the
NVD was so identified, has been a weak point in reports during
the past year. It is apparent that with duties well described,
mission may be reasonably- well deduced.
Similarly, personalities in reports are usually simply a
alleged to be MVD with no indication as to how the identification
was made. The difficulty of differentiating MVD officers from
MGB officers is great inasmuch as the two services collaborate
so closely. In addition the MGB frequently useae MVD uniform and
both MVD and MGB personnel frequently wear civilian clothes.
Finally, the Soviets continually attempt (rather successfully)
to confo-,nd their victims as regards the actual identity of the
security branch in question.
As a conseq,.,ence of this intermingling of MGB and MVD
there will be many instances where one service is erroneously
reported as the other. In the 1.'se of this listing. cross checks
should be made with MGB Workbook, published by 66th CIC Det.
It is significant that in:=.the past year no deserter from
-ND troops has appeared although the MGB and most other military
services were represented. Th'~s this listing is almost entirely
based on external observation of the MVD.
The chain of command for MVD (Border) troops, though
unknown, is thought to be independent of all other agencies,
including U VD officers on SCC staffs, with the possible exce ptt on
df some units which may be assigned to the MGB. That is, MVD
Troop Eqs (for Border troops) is believed to receive directives
from the main Directorate of Border Troops, MVD, Moscow. (The
assignment of MVD Regts to Armies, as during the past war, is
not believed current practice.)
The strength of the MVD troops has remained rather
constant at some ten regiments or their equivalent for the past
year. It is believed that these regiments are not organized as
Divisions in the Soviet Zone, Germany. The Central Hq for MVD
(Border) troops is believed to be Regattastr, Berlin/Grunau.
Most, i not- all, of these regiments are composed of Border
Troops Pogranichniki) although in Soviet Zone the Border_ troops
have been decreasingly committed to border duty. In fact, on

the Western Border of Soviet Zone, s ch few Border troops as
are re orted probable do little more than receive (from German
police p) certain arrestees in whom the MGB has interest.
The presence in Soviet Zone of Militia, Interior and
Signal troops of the MVD is not established.
The individual soldier of the MVD is chosen with part icu)ar
reference to a spotless (Soviet) background. This may account
for the lack of deserters.
At present; the Border troops seem to. be employed largely
as guard (security) for the AUE (K-53) area, for MGB installa-
tions and for some Kommandat -ras. Many MVD Border troops, how-
ever., are reported as simply remaining in the barracks area wh
no apparent duty assigned. S -ch troops may be 6n "'ale-rt" status
as was recently reported (F-6) in EIPZIG.
A major use of MVD troops is in the administration of
prisons prrincipally for MGB oases. The utilization of the MVD
as an execi7tive arm develops much of the conf~ision in the minds
of the arr.estees as to which service is the author of their
detention.
Equipment of the MVD consists of light infantry weapons,
some dogs and an assortment of various vehicles. Artillery, t'anks
and heavy eq"lipment have not been identified with MVD troops.
It is not believed that either MIlD troops or UVD officers
of SCC staffs are engaged directly in intelligence or co--nter-
intelligence in Soviet of Western -Zone of Germany
In the US&R the 4OC,, 000-odd members of the MVD perform
police. functions, guard and s ~pervise "corrective labor" insti-
tutions . g and the frontie ors and s,!ppre ss insurrections,
The relative n,mbers, categories a.nd used of MVD troops
in Soviet Zone appears to be g;.eatl,y ci:r?tailed when compared with
MVD troops in USSR. The reason wo-ld seem to lie in the fact
that the East Ge rman Government is developing under Sovie t
tutelage, indeed MVD tutelage, its own parallel forces.
The uniform of the Border Troops of the MVD (EM) is dis-
tinguished by the GREEN shoulder? boards with dark green piping.
'In many instances, however, the piping is r?ed. Why this difference
,exists is unknown. Officers wear? gold (~. e llow) shoulder boards
wit j green piping.
The .1nif orm off the Inte r?ior? Troops of the MVD (EM) is dis-
ting:uished by the :RED shoulder boards with blue piping. Officers
wear gold (yellow) shoulde r boa rds with blue piping
The uniform of the Militia of the MVD (EM) is disting Dished
by BLUE sho lde r boards with red piping. Of f ice rd wear white
shouulder boards wiht blue piping.
A n~imber of MVD (t'VD) officers Pre employed in administra--
tive security assignments within the framework of the Soviet
Cc.ntrol Commission (SCC). In general, the exact functions at

The chain of command for MVD (UVD) officers wihtin the SCC
probabl`' extends from most' of the larger Komma ndant 'ras, through
the Province commissions, to the SCC at BerlinjKarlshorst.
A deserter from UVD, B3:.rlin/Kar.?lshor?st supplied the follow-
ing information on T VD as organized under SMA in October 1949.
