Career Trainee Disqualifications by DD/P: John Richardson advised me that DD/P had disqualified some internal candidates for the CT Program. In the discussion this became slightly involved but I indicated that we should be certain that the disqualification of CT candidates by one Directorate does not mean that an individual is eliminated from the CT Program for consideration by any other Directorate. This becomes fuzzy in the absense of a clear statement of the issue but the basic premise is that no one component can veto candidates to the exclusion of everyone else's interest. 3. Agency Real Estate: At the Executive Committee meeting the DCI advised that he wants us to tidy up our real estate dealings. This came about when I mentioned that we were about to conclude our purchase of the Travers tract. Mr. Helms asked if other actions were pending. I advised we had a bid in for the Scattergood-Thorne property for the future and that we were also bidding for some of the Bureau of Public Roads property adjacent to us. Mr. Helms asked that we take action to do what we can to clear this up as our real estate negotiations tend to draw publicity.
