Pacification Pro ram--Vietnam: I have had several conversations and one meeting with Des FitzGerald, and others concerning the McNamara proposa to est s a pacification czar in Vietnam. The paper pro- poses that the individual be a military deputy under MACV. This was discussed and counter suggestions offered. I made the point that we should maintain the organizational integrity of the Revolutionary Development Cadre in any amalga- mation of forces in order to maintain the sanctity of Agency systems and authorities. If the final program should be contrary to this, then we must rearrange our entire financial and Support relationship with Agency elements in this program so as not to compromise the Agency's system. 3. Foreign Guests--White House: The Agency has been called upon to supply 100 employees to each Foreign Visitor Reception on the White House lawn. While this is an organizational chore, it has great morale advantage for appropriate use within the Agency. I have asked the Office of Personnel and the other DD/S Offices to use this as a means of rewarding and recognizing outstanding employees and those in isolated units who otherwise rarely receive Agency recognition. I would like this to be followed to ensure that this program is used effectively. 25X1A 4. IG Survey: Jack Earrn that he is making an inspection of the Career Trainee Program, Project nd Agency proprietaries. I advised that I would mention this at the DD Staff Meeting so that the DD/S Offices would be prepared to fully cooperate in this survey. 5. Slick Roads: On 23 September Mr. Helms remarked about the slick roads around Langley as a result of the resurfacing project by GSA. Several accidents have occurred. I advised that this condition would be corrected and found, to my delight, that Logistics had arranged with GSA to recondition the roads the following morning, 24 September. This has been done. Rosslyn--KY-3's: I was advised that Commo is developing a KY-3 console with six extensions that can run up to a maximum of 1, 000 feet. I asked that the DD/S Offices in Rosslyn note this and lay plans for additional installations of KY-3's to enhance the security of our communications between headquarters and Rosslyn. This should be followed to ensure the effectiveness of this program. 7. Space--Headquarters Building: sked me 25X1A if he could have three vacant rooms in the area of 1H- Headquarters Building. These are adjacent to his space and I made these available to him. 25X1A 8. Rudal &Iw4b5 hko- p ~: Subject is the artist who painted the nor r .' Admiral Raborn and his fee was $4, 200. He wrote a letter t advising that he had never been paid and to our dismay this was discovered to be the case. We were waiting for a bill which he never submitted and as a result payment was not made. Arrangements have been made to deposit this money to his bank account in New York City. 9. Skills Bank: On 22 September I briefed the Executive Committee on the forthcoming establishment of the Skills Bank. I subsequently asked that the 25X1A completion of this bank be expedited. I find this is in conflict with Logistics Services' other priorities and it is difficult to understand that so involved to set up this one room. I propose to visit the room with to see what actually is the problem. (See Attachment) 10. Jack Healey, Staff Director, Joint Committee on Printing, heard a rumor that we are buying eight Hanscho printing presses (estimated value of each $100, 000 and up). A check revealed this is not so and Colonel White has been so advised. 11. Rosslyn Parking: Bob Fuchs advised that parking fees at Key Building, Ro sslyn, are going up to $20 a month effective 1 Dece expected that parking in other areas will likewise increase. I aske o reopen with 25X1A Logistics the parking question and see whether or not up with some solution. This is a serious strain on our lower graded employees, actually more than they can properly bear and we should relieve this condition. 12 Subject applicant, during processing for entrance on duty, became acute y ill and experienced a psychotic episode. I directed that the Offices of Personnel, Security, and Medical Services follow t nd ensure communications with the parents for the proper care o W nd 25X1A give assurance to the family that everything possible is being done. Clearances: Bud Wheelon, on his last day as DD/S&T (23 September 1966), asked if learances in the Agency could be cut down in view of the sensitivity of this project. A survey was made and we cut 55 from the total which leaves an outstanding clearance balance of 567. This was reported to the Executive Committee today.
