SECRET.. Approved For Rase 2002/01/10 : CIA-RDP72-00341100060080-9 DD/S 7 February 1966 1. At the Executive Committee today: a. The DCI spoke of the image of the Agency to outsiders. He expressed the thought that senior officers openly identified with CIA speak out on appropriate occasions of their belief in the Agency, their confidence in its capabilities, performance, and mission. (I briefed the DD/S Staff Meeting on this subject on 8 February.) b. I reported that the LDX System has been approved by the National Communications System and all categories of information may be submitted by this system. I also mentioned that informational controls should be effected and, while DD/S would supply the system., I thought that DD/I should provide the informational controls for users of the LDX. Jack Smith agreed to do this and will make an announcement to this effect. c. I reported that the helicopter pad had been successfully tested by a White House helicopter and worked well. d. Colonel White advised that he wants each Directorate to review its issuances of publications to determine whether or not they are necessary or possibly duplicatory. Hopefully, the number of issuances can be cut down. e. It was announced that General James Davis/G2/Vietnam will give a briefing in the auditorium on Friday, 11 February f DD/I 25X1A is to be notified how many people from each Directorate will attend. (Mr. _s following up on this matter.) 2. Armed Forces Staff College. Because of last minute drop-outs, we only had three peo le in the current course of the College even though we have four spaces. I aske to advise the Office of Training that any failure to meet our quota should be ma e known in advance of the beginning of the course and not after the course has started as it is too late then to take corrective action. 3. Office of Personnel Reorganization. After reviewing the plan, I restored two special assistants to the proposal for a total of eight additional positions for FY 67. Of these numbers, four are budgeted for and the other four will be obtained through saving of positions within the O-DD/S structure which will be made available to OP. I advised Mr. Echols to prepare the reorganization plan for presentation with a se memo concerning the staffing proposal. In regard to the assignment of Mr. Echol s 25X1 A was under the impression that I was providing a slot. I agree d t at t is would be the case, but OP would take him on its rolls at this time and I would provide a slot later as slots became available. If necessary, we can conside 25X1A as encumbering one of the four slots from DD/S identified above. 4. Support Conferences. I suggested to hat 25X1A a representative of Benefits and Services Division/OP attend the Support conferences in the Far East and Europe scheduled for this year. 5. Meeting wit for the Record. I discussed with Mr. Fuchs his questioning of the assignment o s Chief of 25X1A Support/OF. Bob does not object t personally but wants an SF Careerist in 25X1A the job who would have knowledge of Finance personnel. I objected to this in principle as I want to maintain a rotational system and Bob recognized this position. I advisee 5XlA that I would consider this and let him know of my decision.
