John Clarke called to say that he had been over to the Bureau of the Budget, and in discussing Agency medium and heavy sedans, agreed to provide BOB with our study on the cost of converting medium sedans to limousines. He also agreed to ask our Security people to check out the adequacy of BOB safe- keeping arrangements for our classified material. Both of these have been taken care of. 5. Mr. Helms, who was in the Chair at the Morning Meeting, said that he felt that all Agency officers should undertake to comment favorably on the Agency's morale, effectiveness, etc., and should do this whenever the occasion arises, particularly in speeches, training courses, conversations, etc. He went on to say that the Director is not at all sure that the Agency's morale is high and' hopes that this doubt can be dispelled by the above measures. Col. White pointed out the very low attrition rate of the Agency and I was directed to give statistics on this in an unclassified manner so that this information could be passed to newspapermen who are now visiting the Agency from time to time. I did this and a copy of the statistics is attached. See also the attached report on certain accommodations for the Director. Colonel White returned a copy of the DD/S memorandum dated 21 February 1966 to the DD/S Office Heads, subject: Executive Development, with his handwritten note on the routing slip: "Bob, I'm delighted to see that you are doing this. LKW. " 9. Mr. Helms approved John Richardson's memorandum dated 2 February 1966 recommending the establishment of a Support School in the Office of Training. 10. Admiral Raborn signed a letter dated 1 March 1966 to Mr. Dan Moore declining the offer of membership in the International Platform Association.
