Thursday - 17 September 1970
1. Met with Frank Slatinshek, Assistant Chief
Counsel, House Armed Services Committee, and obtained his signature on
a secrecy agreement for a sensitive project.
Briefed Slatinshek on the current Middle East situation.
2. Following my above meeting with Mr. Slatinshek
he called in John J. Ford, of the Committee staff, and we discussed the
problem of the "Fulbright amendment" to the Military Procurement Authorization
bill which goes to the House-Senate Conference next week. Slatinshek was
under the impression that the amendment would cause grave problems for
the Agency's operations in Southeast Asia and asked what we proposed to
do about it. I explained to him our earlier meeting with Russ Blandford
and Pentagon representatives (see Journal of 3 September) with which
Slatinshek was apparently unfamiliar. I went on to say we had since discussed
the matter among ourselves and that our current, but perhaps not final,
position was that while the amendment might cause us some trouble, it was
unlikely it could be struck out of the bill entirely and as an alternative it
might be amended as Blandford had suggested. Slatinshek was puzzled and
obviously annoyed that the DOD had not taken exception to the Fulbright
amendment, and asked that we provide him by close of business tomorrow,
Friday, 18 September, any arguments which Chairman Rivers might use in
seeking (a) the deletion and (b) the revision, of the Fulbright amendment.
3. Met briefly with Russ Blandford, Chief Counsel, 25X1
T-T..,,an Armand Services Committee, and summarized the Middle East situation.
4. I I Briefed Chairman John Stennis, Senate Armed
Services Committee, on the highlights of the present Middle East situation.
Stennis said he very much hoped to call on us for a full round-up briefing in
the near future, explaining that he realized this was long overdue but his
hectic recent schedule had made it quite impossible.

4. On the advice of OSI, I
told George Murphy, Joint Committee on Atomic Energy staff, that the
Agency had not issued a report on the above matter. We were familiar
with it, however, and did participate in the meetings at the undersecretary
level. Mr. Murphy thanked me for the response.
5. I IMet with Chairman George P. Miller and
Charles F. Ducander, Executive Director and Chief Counsel, House
Science and Astronautics Committee. The Chairman told me that he
has delayed the beginning of Committee hearings on the Soviet space
program pending resolution of the vetoed appropriations bill which
included funds for current space activities. He would, however, appreciate
a briefing for his special group to bring them up to date on Soviet space
activities. A tentative date was set for 10:00 a. m. , Thursday, 24 September.
I briefed the Chairman and Mr. Ducander on the Soviet SL-12 unmanned
lunar probe. Mr. Duckett has been advised.
6. I I Met with Frank Slatinshek, Assistant Chief
Counsel, House Armed Services Committee and briefed him on reported
arrests of Egyptian officer s7continue activity in the standstill zone;
Soviet unmanned lunar probe; and reported preparation of Soviet submarine
facilities in Cuba.
7. Met with James E. Wilson, House Science and
Astronautics Committee staff, and briefed him for Representative Olin E.
Teague (D. , Tex.), Chairman of the Manned Space Flight Subcommittee,
on the Soviet SL-12 unmanned lunar probe.
8. Talked to Ralph Preston, Staff Assistant, House
Appropriations Committee, who advised that we are scheduled for Tuesday,
22 September, but no time has been set for the meeting. He also renewed
his budget question to which I responded that I hoped we would be back to
him tomorrow. See Journal item of 11 September 1970.

6. Talked to Ralph Preston, House Appropriations
Committee staff, regarding an Agency budget matter and about the Director's
availability to appear before our House Appropriations Subcommittee in the
next several days.
After checking with the Director's office, I called Preston back to
set a tentative time of 10:30 a. m. on Tuesday, 22 September for the
Director's appearance. Preston indicated the Committee wants a general
roundup covering developments since the Director's last briefing (11 May
1970) with special emphasis on the Middle East.
7, Delivered to the office of Representative
Hamilton Fish (R., N. an in which his name was mentioned.
8. Met with Mr. Frank Slatinshek, Assistant
Chief Counsel, House Armed Services Committer, who told me that the
Chairman will be back on board on Monday. Chairman Rivers will be
passing through the city tonight, coming into Dulles and continuing on to
Charleston. It was noted that the Senate did not request conference on the
Military Procurement Authorization Act when it was forwarded to the House
and that in consequence it may well be the week of 21 September before
conference is scheduled on the bill.
I briefed Mr. Slatinshek on the following items: continuing SAM
activity in the canal standstill zone; potential Soviet aircraft shipments
to the UAR; operational assignment of and Foxbat aircraft, and
Soviet military aid commitments to Pakistan.
9. I I Talked to Justine Snipes, House Man-
power and Civil Service Subcommittee, House Post Office and Civil Service
Committee, who told me that Bun Bray would be away for the day and for
the coming week. The Subcommittee has not scheduled meetings for the
coming week.

10. Met with Mr. Ralph Preston, House Appro-
priations Committee staff, and discussed in some detail the Military
Procurement Authorization Act and the amendments that were made by
the Senate.. He noted that this bill is apparently headed into difficulty
in conference between the Senate and House Armed Services Committee,
at least in part due to the very strong position already taken by
Chairman Rivers with regard to the points at issue. He also noted the
present adjournment talk in the Senate (15 October) does not appear very
realistic at this time.
I briefed Mr. Preston on the following items: aerial hijacking
and PFLP; continuing SAM activity in the canal standstill zone; potential
Soviet aircraft shipments to the UAR; operational assignment of
and Foxbat aircraft, and Soviet military aid commitments to Pakistan.
11 In the absence of Jay Sourwine and Jack
Norpel from the office, delivered to James Ziglar, Research Assistant,
Senate Internal Security Subcommittee, prints of negatives they had
supplied and told Ziglar that the movie film would be ready later next

I. Met with Frank Slatinshek, House Armed Services
Committee staff, and provided copies of the recent press attacks on
Representative Philip J. Philbin (D. , Mass.) and Senator Henry M. Jackson
(D. , Wash.). I briefed Mr. Slatinshek on the following items: aircraft
hijack; Chinese preparations for nuclear tests; Chinese destroyer and
submarine construction; Soviet SA-6 mobile SAM system and deployment
of AS missiles to-'long range aviation; Soviet SS-NX-8 test failure;
continued Egyptian construction of SAM sites; and Soviet naval vessels
in the Caribbean.
Z. Met with Miss Stephanie A. Solari,
Assistant to Representative John, W. Byrnes (R. , Wis. ), and discussed
with her Representative Byrnes' letter to Mr. Maury concerning the
.Agency budget and appropriations process. Miss Solari fully appreciated
the fact that this information is classified and not available for release
to a constituent. They do need to respond to this particular constituent,
but she felt the unclassified Agency pamphlet entitled The Central Intelligence

Services Committee staff, who told me the Committee attention over the
next week or more wi 1 be occupied by the conference on the Military
Procurement bill. Although Chairman Rivers is not scheduled to return until
14 September from the air show, there is some indication that he might
come back late in the week. Mr. Slatinshek does not see any possibility
for request for Agency briefing in the present Committee schedule.
11. I I Met with Ralph Preston, House Appropriations
Committee staff, who tol me that although Chairman Mahon is in the city
his schedule is committed over the next couple of weeks. Mr. Preston
does not have any feeling at the moment as to when the Chairman will want
to reschedule the Director's briefing which was cancelled before the recess.
12. I IMet with Edward Hugler, Manpower and
Civil Service Subcommittee, House Post Office and Civil Service Committee
staff, who told me that Chairman Henderson was expected back possibly
later in the day but that pending business may well foreclose any po s sibility
of a Subcommittee executive meeting on S. 782 during this week.
