3. Met with Representative John O. Marsh
(D., Va.), and delivered to him the attachment forwarded with I
dated 18 July 1970. Also discussed briefly with Representative Marsh his
Committee interest in systems analysis approach to appropriations problems.
He indicated that he would appreciate it if I would bring
by the office one day to meet with him and his Administrative Assistant,
Chris Mathisen. I told him I would check with and be
back in touch with him.
4. Met with Mr. Ron Tammen,
Executive Director, MCPL,_an received from him an unnumbered copy
of the report on military spending.

5. Sent to Senator Peter H. Dominick,
(R., Colo.) a note thanking him for passing on to us an operational
lead but explaining we had no immediate need to exploit it.
6. Sent to Senator Henry M. Jackson (D. , Wash.),
in response to his request, latest figures on Soviet ICBM deployment
with a covering note emphasizing their sensitivity and explaining that, if
used at all, they should be rounded off.
7. Senator Goldwater called to pass on an
operational lead of possible interest to FE Division. See Memorandum
for the Record.
Goldwater reiterated his willingness to go to bat for us against
the "Peace Through Law" committee's recommendations.

25X1 9. Discussed the "Peace Through Law
committee recommendations with Bill Woodruff, Counsel, Senate Appropria-
tions Committee, who doubts that they represent an imminent threat but
25X1A said much will depend on whether, when introduced in the Senate, they
are referred to the Armed Services or Foreign Relations Committee.

for comment, and it appeared quite accurate.

1. General Cushman reported a call from
Senator Barry Goldwater (R., Ariz.) who expressed considerable concern
over a study prepared by the Members of Congress for Peac hrough
Law committee calling for a joint congressional committee on intelligence.
The Senator offered to provide us a copy and invited our comments.
2. Discussed with Joe Wolf, in the office
of the Bureau of Politico-Military Affairs, Department of State, the
25X1A problem of trying to prevail on the Symington Subcommittee not to publish
25X1A references in their transcript to

Wolf is not sure whether it would be better
for the Agency to weigh in now or wait until we can find out what the
Committee's final decision is and then, if it is adverse, try to persuade
the Senator to reverse it. I said I would try to get a reading on the situation
from Walter Pincus of the Committee staff.
3. On the Director's instruction called
Ralph Preston, Staff Assistant, House Appropriations Committee,
suggesting that he call Chairman Mahon's attention to a public statement
by Representative Celler. Celler, who is Chairman of the Special
Subcommittee investigating impeachment charges against Justice Douglas,
had issued a statement accusing the Agency of refusal to cooperate in the
investigation.
4. ( Bill Woodruff, Counsel, Senate Appro-
priations Committee, called for a member of the full Committee to check
on whether a ad ever had a prior relationship of significant
influence with the Agency. Office of Personnel and Office of Security were
advised. I gave Woodruff the information Office of Personnel was able to
supply and offered to pull our files from Records Center if time would permit,
but Bill concluded that in view of the information I had given him and the
limited identifying information he had, he would go back to the Senator and
tell him that the people whom he had contacted had no recollection of a
having a responsible position with the Agency.

12. I Received a call from Mr. Cornelius R. Anderson,
Assistant Director of the Survey and Investigations Staff, House Committee
on Appropriations, concerning Committee need for assistance in a study
that has been scheduled by Chairman Mahon. See Memorandum for the
Re cord.
13. After discussion with
SAVA, I met with Miss M. Kay Lovell, personal secretary to
Richard Moose, Senate Foreign Relations Committee staff, and advised
that it will be necessary to go to the field concerning
25X1 14. Met briefly with Mr. J. G. Sourwine,
25X1 C Chief Counsel, Senate Subcommittee on Internal Security, who told me that
25X1 C he had passed the information concerning the availability of

to the Chairman for his determination.
15. In response to his request delivered to
Mike Lennon, Assistant to Representative Donald M. Fraser (D. , Minn. ),
a copy of the Truman statement of December 1963 relating to the purpose
and operation of the Central Intelligence Agency. Mr. Lennon indicated that
the Legislative Reference Service of the Library of Congress had not been
able to identify the statement. While in the office I met with Dale Maclver,
Administrative Assistant to Representative Fraser, and learned from him
that Representative Fraser plans to introduce late in the week a?concurrent
resolution to establish a Joint Committee on Intelligence. This measure is
intended to implement the findings and recommendations of the Members of
Congress for Peace Through Law for a joint committee to oversee the
intelligence community. Their office has apparently been working closely
with Senator Mark Hatfield (R. , Oreg.) on this matter. I also received
from Mr. Maclver a draft copy of the proposed resolution.
