in two parts - the need for training young officers in the basic skills and
the need for refresher training for the older officers as well as possibly
providing special training to meet the purposes of the Contingency Force. /

understand that the training programs envisioned therein were developed by the
Paramilitary Division concurrently with your Office of Training. While I
recognize that these additional training requirements would place additional
burdens on your limited staff and facilities, I would appreciate your consideration
and advice as to their feasibility within the time schedule mentioned. I will
withold distribution of the attached memorandum until you have informed me of
your views and ability to provide this training.
