1. Support to Other Agencies and Components:
a. The branch continued its support to EE Division, DD/P
in an attempt to improve the coordination and handling

The first of the bi-veekly reports was; received at the
end of May and appeared to be a distinct improvement
over earlier reports, both in timeliness and breadth
of coverage.

b. Two external briefings were prepared and presented by
members of the branch. Both were acknowledge by formal
letters of appreciation frc the groups concerned. On
13 May, - briefed the Army Intelligence School,
Fort Holabird, on "Collection of Information on the
Production and Deployment of Guided Missiles". On
11i May, Chief, I/GM, briefed CINCNORAD, General Partridge,
and about 30 senior NORAD officers
on "Soviet Guide ssile Production".

d. Efforts to improve and expand the collection of informa-

continues, and has resulted in agreements to assign

f. The branch prepared a critique of a position paper
"Evidence of Soviet Missiles in East Germany" prepared
by the Special USIB Committee on the Berlin Situation.
This paper was submitted to I/GM immediately prior to
its approval by the Special Committee. Inasmuch as
the article presented evidence accumulated over an
eight-month period, with the most recent date of
information March 1959, it was requested that publication
be delayed briefly to permit proper evaluation. This
could not be arranged. with the result that the published
article was both inaccurate factually and misleading in
tone. Steps are being taken to insure that in the future
adequate time is allowed for the branch to review
publications dealing with Soviet guided missile production
or deployment which the Coi ni.ttee wishes to have co-ordi-
nated by ORR.
g. Briefings of SR/DD/P field and headquarters personnel
is continuing. In addition, special discussions on
collection of missile production and deployment information
were held with Requirements 25X1A9a

discussions particularly were fruitful and as a result
it appears that "bonus" information of interest to the
branch may be forthcoming on an increased scale.

h. During May some returns were received to a co-ordinated
effort made through several collection channels to
collect priority military information on May Day parades
not only in Moscow but a number of provincial centers
as well. Although reports so far indicate a distinct
Soviet effort throughout the USSR to exclude military
hardware from these parades, a great deal of very
valuable planning experience has been gained which will
be useful in continued concerted efforts to exploit
this type collection program.
2. Status of Projects:

a. The tempo of Project (Project 37.2494) increased
during May with some 35 source assessments received from
the field. Five sources of exceptional interest to the
branch were briefed in Washington. Three of these were
experts in the field of guided missiles. Summaries of
open material related to Soviet destinations of GM
interest are being prepared by D/GP and OCR/IR. These
should prove of great value in developing

b. As a supplement to the 1959 NESC Project (Project 37.21+82),
the branch prepared at the request of ONE a set of tables
providing representative costs and production schedules
consistent with the recently approved USIB response to
the NEaC's request.
c. Continued work and consultation on NIE 11-8-59 (Project
30.2603) was carried out through various meetings with
ONE, Air Force and Army personnel, respectively. The
unexpectedly short deadline for the initial ORR contri-
bution to ONE on this project will necessitate a major
effort by many segments of the branch during much of
June.
Work is underway and a number of GMAIC meetings have
been attended in connection with NIE 11-5-59 (Project
30.2203)-
e. Except as indicated above, there have been no major
changes in the status of scheduled I/GM projects.

3. Other
a. Exploration of the use of machine data processing
in certain I/GM research has continued. As a
result of recommendations by ORR 25X1A9a
representative to the OCR Committee on Data Processing,
regarding the machining of certain special information
on MINICARD, it has been decided to code one month's
sample in the proposed MINICARD format. This information
will then be reproduced on minicards and printed out in
the form of a "run". It is expected that this exercise
will determine the feasibility of MINICARD in processing
this kind of data. The initial coding is almost completed
and it is expected that the sample run will be completed
by the end of June.
b. Negotiations with NSA over long standing matters of mutual
interest have continued. At the present time a memorandum
to the Director, NSA, for the DD/I's signature, 5 e~4 t

USAF. It is hoped that this action will result in improved
service on the matter in question.
