OSI Comments on Draft =Memorandum on Requirements dated 25X1 A9a
12 January 1956.
1. The pattern of investigation authorized in subject memo
lies within the Director's statutary authority and could provide
evidence as to the adequacy of the development and coordination
of information requirements and collection tasks in conformity
with established Priority National Intelligence Objectives. However,
the plan would not of itself provide the information concerning pro-
cedures and organizational aspects which would be required by the
TAC Directive and which would be necessary for developing recom-
mendations to improve the present system. In any case it is readily
apparent that the present system is not adequate, further, it does
not provide a ready means for ascertaining the coverage and/or
deficiencies of the requirements problem.
2. This office recommends that, instead of asking the LAC
agencies to provide the information outlined in subject memo, an
investigating group be established to work within the agencies and
follow the procedures of each agency from research programs through
to collection. Such a full-time group of four-five experienced
intelligence officers (front CIA and other IAC agencies), reporting
to the IAC, would be in a better position to carry out the IAC
Directive than would be a committee which was largely dependent
upon Agency replies to a questionnaire. Additionally, the work
load imposed by the questionnaire method might be objectionable
to the agencies.
3. Whatever procedure is followed, it is recommended that the
scope of the investigation be limited to the number one priority
category of the Priority National Intelligence Objectives. Such
limitation should provide sufficient evidence to enable Mr. Bissell
to carry out the IAC Directive.
