A PROPOSAL FOR THE ESTABLISHMENT OF NATIONAL
INTELLIGENCE REQUIREMENTS AND FOR COORDINATION
IN THE ASSIGNMENT OF COLLECTION TASKS
The priority national intelligence objectives (DCID 4/4)
have been established to guide the collection of information and
production of intelligence. The national effort to accomplish
these objectives is vital and warrants special attention to ensure
that it is basically sound and that, specifically, the intelligence
production and collection resources are most effectively utilized
and the programs effectively coordinated.
National Intelligence Requirements
The formulation and establishment of requirements for
intelligence and information is a basic and an important part of
the intelligence process. The nature and scope of current re-
quirements vary, depending upon the originator, the office, the
agency, and the collector. The process is a dynamic one and
it is not intended that it be inhibited. It does appear, however,
that in light of the priority task assigned to the intelligence
community -- the accomplishment of the priority national intel-
ligence objectives -- we can proceed more effectively in this
direction by stating, in concert and in as precise terms as pos-
sible, what intelligence must be produced and what information
must be collected. This is clearly the responsibility of the in-
telligence research components of the IAC agencies.
In view of the fact that there does not now exist a co-
ordinated statement of intelligence requirements, and recogniz-
ing that the priority national intelligence objectives need trans-
lation to be meaningful to intelligence research and collection
components, it is recommended that the IAC:
a. Establish an interagency requirements com-
mittee comprised of representatives of the research pro-
duction units of the IAC agencies to formulate national

intelligence requirements which will: (1) reflect the
critical elements of intelligence that must be produced
by research personnel; (2) bear the same priority as
the corresponding national intelligence objectives; (3)
serve as a basic guide for planning and allocating col-
lection tasks; and (4) be revised as necessary in light
of changes in the priority national intelligence objec-
tives; in addition the subcommittee shall determine what
supplementary (or amplifying) information requirements
are necessary.
b. Approve the national intelligence require-
ments which, along with the priority national intelligence
objectives, will serve as basic guidance for both national
intelligence research and collection.
Assignment of Collection Tasks
The task of collecting information in fulfillment of intel-
ligence and information requirements is performed by various
overt and covert components of the intelligence community, all
of which are under the control, to some degree, of the IAC
agencies. It is difficult to assess the effectiveness of the pre-
sent system in relation to national intelligence requirements.
It is recognized, however, that the present system does not per-
mit the best possible coordination among collectors, and it must
be presumed that needless collection and duplication exist. It is
believed, too, that guidance to collectors in support of national
intelligence production and for planning and allocating collection
tasks, can be improved considerably. It is recommended,
therefore, that, in order to provide the most effective guidance
to U. S. collection activities and to ensure that all collection
tasks (overt and covert, sensitive and non-sensitive) are effec-
tively coordinated and allocated, the JAC:
Establish an interagency collection committee,
comprised of representatives of the collections units of

the LAG agencies and including representatives of the
"sensitive source" agencies, which will be responsible
for the coordination and allocation of collection tasks in
fulfillment of national intelligence requirements as re-
ceived from the Subcommittee on National Intelligence
Requirements.
