Spoke with Dr. Guthe concerning the study laid on the EIC by the IAC after it had been put to the IAC by the JIG, and suggested that if the JIG could be induced formally to withdraw their study formally (as had been done in several other cases, e.g., IAC-D-62) that would obviate possible unnecessary discussions in the IAC. Also spoke to Dr. Guthe about NSC-29 and reminded him that Mr. Reber was charged with this knotty problem for the Agency. 25X1A 3. In response to a question of Holbrook of JIG, informed him that it would be all right for him to pass the Indochina report to the Joint Staff (this report is the one which the IAC heard on a tape recording at Tuesday's meeting). 3. When Ted Nordbeck informed us that the Air Force was pestering the State Department in Vienna for information available in Washington as a result of operation, I got to straighten the matter out by having the Vital Documents' copy of the information made available to Air Force in Washington. 190 reels are involved, co informed Nordbeck. The study appeared the next day as a memo to the OSI brass. 4. Reviewed Wally's proposed document concerning dissemination 5. At re uest, attended a meeting in his office on the subject of Present were and of RQM/OIS. The Air Force had asked the DCI for sub- stantial studies on a large number of countries. This had been passed by to RQM. In the course of considering the current Air Force request, RQM had discovered that TSS had produced a study on Hungary. The final factor is that, at ORR' s request, Air Force will shortly write the DCI recapitulating Air Force's interest in and laying on a standing requirement. I urged that more facts be developed as to the role of TSS and that subsequently we all convene, adding to our discussions of NIS. Wednesday, 3 June 1953 1. He suggested that an inventory of planning at present being done by responsible offices and committee would provide a point of departure. 25X1A 25X1A 25X1A 3. informed me that DD/I had written Gordon Dean and undertaken to withdraw SE-36 (approved 3 March 1953, IAC-M-97). Sherman Kent had suggested to DD/I that the IAC should be consulted if an IAC produced and agreed paper was to be withdrawn. DD/I asked that this matter 'be put on the agenda for Tuesday". In the absence of DD/I I retrieved a carbon of his letter but was unable to find the incoming letter from Dean. I then discussed with what action 25X1A to take and urged that this not be raised formally on an agenda unless papers could be provided the IAC members and a brief memorandum prepared for the DCI. This seemed particularly important since, on the 23rd of April, each of the IAC members, at the request of the DCI, had been provided with copies of an exchange of correspondence between Chairman Foley of ICIS and the DCI respecting this very estimate. Minder- took to pursue the matter with DD/I. Substituted for Mr. Reber as invitee to a dry run which OSI gave for itself and its consultants on a general subject of Soviet Air Defense, the wet run briefing to be given 8:30 Monday to PDB at its invitation to OSI. My one gratuitous comment was that although the RDB briefing was TS, lohrt the briefers make sure that the briefees realize the relation, if any, to SIE 5, lest there be doubt whether the briefing is a) a sanitized SIE 5; b) an up-dating of SIE 5; (c) OSI's views not agreed upon for inclusion in SIE 5, or d) something other than SIE 5. Sat in on meeting of requirements people from RR and SI with RR circulated its instructions to analysts on the prep- aration ana riandling of requirements, and I suggested that OCD prepare its version of what happens to requirements after they leave the research office; this might have educational value to the research analysts. I left with them a memorandum summarizing the history to date an also left copies of the Navy's two memoranda. It develops that will be the man to place the machine, and the man to route the in- 25X1A coming traffic. We estimated that the bulk of the traffic would be ex- elusively interesting to FI, but that a relatively small amount would be of interest to the production offices. They undertook to explsre, the technical questions and to inform me when they were ready to talk to Navy; I undertook not to approach the overt offices (including OCD) until the technicians had worked out their own problems. 25X1A 25X1A 3. Loaned our copy of Allen Evan's Analysts Manual. 4. Reviewed and entirely approved of Nbrdbeck's draft letter re- garding NSCID #10. Recommended that in the memorandum to DCI and Armstrong respecting NSCID #10 the words and technical" be deleted at the one point where the phrase "scientific and technical" is used; it seemed to me that if OSI objected to this it would be because they were really talking about revising NSCID #10, and in that case it would be better to revise the NSCID rather than to attempt to change it by a bilateral State-CIA implementation of it. 5. In the light of an 8 December memorandum from DDI requesting office contributions to a proposed Progress Report on NSC-50 I reviewed with Mr. Reber, the history of the one such Progress Report rendered by General Smith, and heartily agreed with Mr. Reber when he suggested that he might well suggest to DDI that no further Progress Reports be made on NSC-50, given the responsibility to report under NSC-135 and given the tactical disadvantage of continuing to connect CIA's progress with the Dulles Committee Report. 6. Recommended that the draft letter on microfilming and be held up until Nordbeck had t1ked to the overt committee, Nordbeck and Guthe had discussed the question, and the CAB problem worked on. 25X1C 25X1C Approved For Release 2001/08/28 : 1,S00750A000600010001-2 44110, SECRET Approved For Release 2001/08/28 : thip m?perwigi0600010001-2 -4640, *ime RDD DIARY Tuesday, 9 December 1952 25X1A 1.
