The purpose of this memorandum is to call to your attention the official statement of missions and functions tli It' the office of the Special Assistant for Planning and Coordination as set forth in Regulation 1-110 dated 27 October 1954 and the manner in which it might well be changed to accord with the missions and functions now assigned to the Deputy Director (Coordination). The purpose is also to indicate to you the actual coordinating functions now conducted by the office in order that a determination can be made as to whether any change in the location of these functions is required. 2. As a means of dealing with the first of these purposes, I have set forth as Tab A the current statement of missions and functions of the Special Assistant for Planning and Coordination with amendments (indicated by deletions in brackets and insertions underlined) required by the establishment of the DD(C) mission and functions. As a matter of current business, there are only two functions conducted by this office which deal with coordination and which on inspection I suspect we will both agree ought to be left in this office. However, these functions which have overtones of integration and duplication as well as coordination will be subject to review by your office from time to time on the initiation of either of us. 4. I refer to the interagency implications of Project AQUATONE and the coordination of External Research. In the case of AQUATONE, as you well know, that Project is a joint one with the Air Force, and there exist established procedures whereby we work together. To insure that AQUATONE serves the intelligence community, there exists an Ad Hoc Committee for requirements on AQUATONE (ARC) composed of Army, Navy, Air Force, NSA, with CIA as Chairman (but including designated representatives of the Offices of Scientific Intelligence, Research and Reports, and Current Intelligence, along with the observers the Special Assistant (Planning) to the DD/I and the Chief of HTAUTOM.AT). The State Department is kept informed of the proceedings of this committee but so far has not found it necessary to have a representative present. In addition to formulating requirements, this committee also has been the interagency forum for reaching agreements dealing with the security system for handling the products of AQUATONE and for agreements Approved For Release 2000/08/26 : CIA-RDP61S00750A000200080112-6 Approved For Release 2000/08/2 a OA000200080112-6 bearing upon the processing and preliminary reporting on the materials, The Director has established by agreement with the other agencies a Utilization Advisory Board composed of representatives of the Army, Navy, Air Force, and NSA under the chairmanship of the DD/I whose function is to insure that the products of AQUATONE are imaginatively exploited to the benefit of the community and that proper procedure for the removal of information obtained by AQUATONE when properly sanitized. 5. Inquiries which your office may wish to make with regard to the interagency relationship of AQUATONE particularly with the Air Force should be directed to me. Inquiries regarding the coordinative efforts of the ARC I am asking Mr. Reber of this office to handle in the first instance. And, of course, Mr. Amory, Chairman of the Utilization Advisory Board, or the Secretary, would be proper officials to whom inquiries regarding the operations of that Board might be placed. 6. With regard to the role of this office in the coordination of External Research projects, I submit herewith as Tab B the regulation under which such coordination is conducted. to get regulation and to fill in information regarding functions of this office viz. Let me mention what is obvious: that this office does not have a comparable role in regard to External Research of the government agencies in the national security area regarding operational hardware.
